APR 91980 - _ MOK 43 PaGF 179 <br />CHAIRMAN SIEBERT COMMENTED THAT MR. GREFE'S OFFER IS ABOUT <br />$30,000 OFF FROM THE APPRAISAL VALUES.N <br />MR. GREFE CAME BEFORE THE BOARD AND STATED THAT HE HAS <br />SOME DIFFERENCES WITH THE APPRAISAL. HE NOTED THAT THE COUNTY <br />PROPERTY HAS A MANGROVE SLOUGH RUNNING THROUGH IT AND VERY LITTLE <br />HIGH GROUND, AND YOU CANNOT BUILD ON MANGROVE OR FILL IT. HE FELT <br />HIS RIVERFRONT PROPERTY IS WORTH MORE THAN THE COUNTY'S JUST BASED <br />ON THE HIGH GROUND; ALSO, THE APPRAISAL DOES NOT MENTION THAT THE <br />MAJORITY OF THE PRICES ARE TWO YEARS OLD. MR. GREFE POINTED OUT <br />THAT MR. WILKES APPRAISED THE COUNTY PROPERTY AT $100,000 AND HIS, <br />WHICH IS ADJACENT, AT $35,000 LESS, AND IT IS IDENTICAL LAND. <br />COORDINATOR THOMAS EXPLAINED THAT IF THE COUNTY SHOULD SELL <br />THEIR LOTS, THEN THERE WOULD BE NO PARK, BUT IF THE PARK IS THERE, <br />IT DOES HAVE AN ADVERSE AFFECT ON THE ADJOINING PROPERTY VALUES. <br />COMMISSIONER WODTKE POINTED OUT THAT ONE OF MR. GREFE'S <br />RIVERFRONT LOTS HAS A DEPTH OF 210', WHILE THE COUNTY'S LOTS HAVE <br />A DEPTH OF 309' AND 355'. HE ASKED MR. GREFE IF HE HAD RIPARIAN <br />RIGHTS, AND MR. GREFE SAID THAT IT IS SO STATED ON HIS DEED. <br />ADMINISTRATOR JENNINGS NOTED THAT THE QUESTION IS WHETHER <br />MR. GREFE HAS PERFECTED HIS TITLE OUT TO THE BULKHEAD LINE AS THE <br />COUNTY HAS, WHICH IS DIFFERENT THAN HAVING RIPARIAN RIGHTS. BY <br />PERFECTING TITLE YOU ACTUALLY OWN THE LAND UNDER THE RIVER FOR 1,000' <br />OUT INTO THE <br />BAY, WHICH IS <br />NOT DONE <br />ANY MORE. <br />MR. <br />GREF`-STATED <br />THAT HIS <br />UNDERSTANDING IS THAT THIS LAND <br />CANNOT BE UTILIZED--fOR ANYTHING BUT A DOCK IN ANY EVENT, AND ATTORNEY <br />COLLINS NOTED THAT -IT -MAY GIVE YOU SOME CLAIM TO CLAM AND OYSTER <br />BEDS, ETC. <br />MR. GREFE STATED THAT HE DID NOT PARTICULARLY WISH TO SELL <br />HIS OCEANFRONT PROPERTY BUT WOULD PREFER TO OWN THE RIVERFRONT <br />PROPERTY TO EXPAND THERE, HE FELT IT WOULD BE ADVANTAGEOUS FOR THE <br />COUNTY TO OBTAIN MORE OCEANFRONT FOR THEIR PARK. HE STATED THAT HE <br />HAS NO USE FOR THE LAND OUT IN THE BAY AND WOULD BE WILLING TO TAKE <br />JUST THE AVAILABLE LAND AND LET THE COUNTY KEEP THEIR BAY BOTTOM. <br />36 <br />177 <br />
