APR 91980 WOK 43 wE x.49 <br />FINANCE OFFICER BARTON EXPLAINED THAT THERE WAS AN OVER- <br />SIGHT LAST AUGUST AND A BUDGET WAS NOT SUBMITTED AND APPROVED BY THE <br />BOARD TO FUND COMMUNITY DEVELOPMENT FOR THIS YEAR. HE CONTINUED <br />THAT AFTER THIS WAS DISCOVERED, THEY CAME UP WITH A BUDGET TO FUND <br />COMMUNITY DEVELOPMENT, SECTION 8 HOUSING, AND HOUSING AUTHORITY FOR <br />FISCAL YEAR 1979-80; AND UTILIZE THE SAME PERSONNEL FOR ALL <br />FUNCTIONS. MR. BARTON STATED THAT COMMUNITY DEVELOPMENT WAS FUNDED <br />BACK TO OCTOBER 1, 1979, AND THE HOUSING AUTHORITY AS OF APRIL 15, <br />1980. <br />COMMISSIONER WODTKE QUESTIONED IF WE WERE CURRENTLY INVOLVED <br />IN COMMUNITY DEVELOPMENT AND WERE THERE ANY REMAINING FUNDS. <br />FINANCE OFFICER BARTON REPLIED NEGATIVELY AND THAT ALL <br />THE FUNDS HAVE BEEN EXPENDED. <br />COMMUNITY DEVELOPMENT DIRECTOR REGAN STATED THAT THE FIRST <br />AND SECOND GRANTS HAVE BEEN AUDITED; AND THE AUDIT FOR THE THIRD <br />GRANT HAS BEEN SENT TO HUD FOR APPROVAL. <br />COMMISSIONER WODTKE NOTED THAT WE ARE NOT INVOLVED IN A <br />PROGRAM IN COMMUNITY DEVELOPMENT. <br />COMMISSIONER LOY ADDED WE ARE NOT OPERATING UNDER ANY <br />GRANT AT THIS MOMENT AND THAT IS PART OF THE PROBLEM - THERE ARE <br />NO FUNDS. <br />COMMISSIONER WODTKE COMMENTED THAT WE HAVE A SECTION 8 <br />PROGRAM THAT HAS A PROJECT MANAGER AND A CLERK, AND ALSO A COMMUNITY <br />DEVELOPMENT DIRECTOR AND A SECRETARY, HE THEN ASKED WHAT THE DIRECTOR <br />IN COMMUNITY DEVELOPMENT IS GOING TO BE DOING. <br />COMMUNITY DEVELOPMENT REGAN REPLIED THAT THEY HAVE JUST <br />CLOSED OUT THEIR THIRD GRANT, AND HAVE STARTED UP A SECTION 8 PROGRAM <br />WHICH HAS BEEN SPAWNED BY COMMUNITY DEVELOPMENT, AND A GOODLY PORTION <br />OF HIS TIME HAS GONE INTO SETTING THAT UP. ALSO, HE ADDED, THE <br />COMMISSION HAS CAUSED THE HOUSING AUTHORITY TO BE DEVELOPED. MR. <br />REGAN SAID THAT IN THE SPRING OF THIS YEAR, HE IS REQUIRED TO DO A <br />HOUSING ASSISTANCE PLAN (HAP PLAN) IN ORDER TO APPLY FOR GOVERNMENT <br />FUNDING, <br />=0 <br />
