AND ARE HOPING TO HAVE SOME FIRM COMMITMENTS FROM LAND OWNERS <br />WILLING TO WORK OUT AN AGREEMENT WITH THE COUNTY FOR THE BOARD TO <br />REVIEW BY THE END OF APRIL. <br />ATTORNEY COLLINS EXPLAINED THAT THEY ARE TRYING TO GET <br />OPTIONS, AND MR. ENG STATED THAT THEY WILL TRY TO SHOOT FOR EITHER <br />THE LAST MEETING IN APRIL OR THE FIRST ONE IN MAY. HE NOTED THAT <br />THEY HAVE DONE THE DISTRIBUTION DESIGN. HE FURTHER INFORMED THE <br />BOARD THAT, IN CONJUNCTION WITH THE TEST WELL PROGRAM, GERAGHTY R <br />MILLER IS GOING TO SUBMIT A REQUEST TO ST. .JOHN'S RIVER 14ATER MANAGE- <br />MENT DISTRICT FOR A CONSUMPTIVE USE PERMIT. EVEN THOUGH THIS PERMIT <br />CANNOT BE APPROVED UNTIL THE TEST WELL IS COMPLETED, THEY FEEL THEY <br />SHOULD GET STARTED WITH THE PROCESS NOW. -ALL OTHER_PER.MITS COME <br />LATER. MR. ENG STATED THAT THEY ARE STILL SHOOTING TOWARDS COMPLETION <br />OF DESIGN AND BEING READY TO GO TO BID AROUND NOVEMBER OR DECEMBER <br />OF THIS YEAR, AND THE COUNTY SHOULD BE AWARE THAT THERE WILL BE A <br />NEED FOR INTERIM FINANCING OF UP TO $100,000 - $150,000 BY ABOUT <br />MID JUNE. <br />ATTORNEY COLLINS ASKED IF THE COST OF THE LAND SHOULD BE <br />ADDED, AND MR. ENG FELT YOU CAN JUST GET AN OPTION AND THEN CLOSE <br />THE DEAL LATER ON WHEN YOU GO TO CONSTRUCTION. HE POINTED OUT THAT <br />THE WHOLE SYSTEM IS BASED ON THE COUNTY TAKING OVER CERTAIN EXISTING <br />FRANCHISES IN THE AREA, AND BEFORE WE GET INTO CONSTRUCTION, THOSE <br />AGREEMENTS MUST BE TERMINATED. <br />ATTORNEY COLLINS COMMENTED THAT WE HAVE BEEN TALKING WITH <br />VISTA PROPERTIES, AND THEY WOULD LIKE TO KEEP CONTROL OF THEIR <br />SYSTEM UNTIL 60 DAYS PRIOR TO COMPLETION OF THE COUNTY PROJECT. <br />MR. ENG FELT IT MIGHT SATISFY FMHA REQUIREMENTS IF THE <br />COUNTY HADA FIRM AGREEMENT STATING THAT ONCE THE COUNTY SYSTEM IS <br />OPERATIONAL, THE FRANCHISE COULD BE TAKEN OVER. <br />ATTORNEY COLLINS STATED THAT HE NEEDS TO HAVE THIS CLARIFIED <br />AND DETERMINED BEFORE THE NEXT MEETING. <br />MR. ENG INFORMED THE BOARD THAT HE HAD SOME GOOD NEWS. EVEN <br />THOUGH PRESIDENT CARTERS PLAN TO CUT BACK INFLATION CALLS FOR AN <br />INCREASE IN THE INTEREST ON FMHA LOANS, THE COUNTY WAS FORTUNATE TO <br />79 <br />APR 91880 <br />eoo. 4 .1 2 . <br />
