COMMUNITY DEVELOPMENT – CONSIDERATION OF <br />SUBMITTAL OF A COMPREHENSIVE PLAN AMENDMENT <br />APPLICATION TO LOWER THE TRANSPORTATION <br />LEVEL OF SERVICE TO “F” ON SELECTED ROADS <br />Community Development Director Bob Keating stated this issue came up last week <br />so staff had little time to look at this but as this is the last meeting in July, the Board would have to <br />take action today if they wished to initiate the process to lower the LOS to “F” or wait until the next <br />Comp Plan amendment window to submit this to the Department of Community Affairs. He <br />rd <br />explained this controversial issue is directly related to the plan to widen 43 Avenue and that each <br />local government has discretion in establishing their LOS. He specified that LOS “D” is the <br />standard throughout the state and that it is a qualitative measure. He reviewed his memo of July <br />15, 2004 and that staff had recommended against the initiation of a Comprehensive Plan <br />amendment to change the adopted LOS. <br />Traffic Engineer Chris Mora gave a PowerPoint presentation to illustrate his <br />descriptions of LOS “D” and “F”. (Clerk’s Note: Presentation is on file with the backup in the <br />office of the Clerk to the Board.)
