HE AGREED THAT NO <br />ONE WANTS TO DESTROY AGRICULTURE, AND THEN QUOTED FIGURES FROM THE <br />1972_ADLEY LAND USE REPORT, WHICH STATED THAT APPROXIMATELY 24%,500 <br />ACRES, OR 3/4 OF THE LAND IN THE COUNTY, WERE DEVOTED TO AGRICULTURE <br />WHEREAS ONLY 18,400 SOME ACRES, COMPRISING A MERE 5.7% OF THE LAND <br />AREA IN THE_COUNTY, WERE DEVELOPED IN AN URBANIZED SENSE. HE RE- <br />ITERATED THAT WHILE THE POPULATION HAS BEEN INCREASING, THE CITRUS <br />ACREAGE ALSO HAS BEEN INCREASING. SUBDIVISIONS ARE A NECESSITY FOR <br />PEOPLE, AND THE GLENNS WISH TO SELL THEIR PROPERTY TO A DEVELOPER <br />TO PUT IN SINGLE FAMILY HOMES OF A HIGH CLASS NATURE TO DEVELOP THE <br />LAND IN ITS HIGHEST AND BEST_USE. <br />ATTORNEY COOKSEY THEN REVIEWED THE HISTORY OF THE COUNTY.- <br />NOTING <br />OUNTY, <br />NOTING THAT WHEN MRS. GLENN'S UNCLE, CHARLIE HARRIS, AND THE <br />HALLSTROMS MOVED HERE, THE PRIME CITRUS WAS GROWN ALONG THE RAILROAD: <br />THEN HERMAN ZEUCH OPENED UP INDIAN RIVER FARMS: WHEN MR. ATTORNEY COOKSEY FELT IT <br />IS CLEAR THAT WE HAVE A METAMORPHOSIS TAKING PLACE: THE GLENN <br />ACREAGE LIES IN AN AREA THAT IS IN THE PATTERN OF GROWTH: AND HE <br />COULD SEE NO REASON WHY THIS LAND SHOULD NOT BE REZONED AND WHY THE <br />CITRUS LINE, WHICH, ACCORDING TO THE MINUTES, WAS SET FROM AN AERIAL <br />PHOTO, SHOULD NOT BE PULLED BACK. <br />SENIOR PLANNER DAVID MARSH FELT THERE ARE SOME POINTS <br />THAT NEED TO BE CLARIFIED. IN REGARD TO MR. COOKSEY'S MENTION OF <br />THE PLANNING DEPARTMENT'S REFERENCE TO THIS AREA AS A POSSIBLE <br />TRANSITION ZONE AND SUITABLE FOR R-lE, MR. MARSH NOTED THAT THE <br />DEPARTMENT IS IN THE PROCESS OF DEVELOPING THE NEW COMPREHENSIVE <br />LAND USE PLAN, AND THEY DO BELIEVE THE POSSIBILITY EXISTS THAT THIS <br />WOULD BE AN AREA OF TRANSITION: HOWEVER, THE ORIGINAL STAFF WAS NOT <br />COGNIZANT OF ANY PRESSING NEED FOR DEVELOPMENT IN THIS AREA AND <br />THEY HAVE NOT SEEN ANY OTHER ACTIVITY.
