HARRELL, M.D. <br />April 22, 1980 <br />Chairman , <br />Indian River Board of County Commissioners <br />Indian River County, Florida <br />Gentlemen: <br />By way of introduction, I am the owner of the old Walker house adjoining the <br />petitioners property, and I am sure you are aware of how Ms. Elionne balker <br />represented by Carter Associates, came to have the 50 acres in question. I am <br />also a physician in Broward County, and a real estate land and orange grove <br />owner in Indian River County. <br />The purpose of this letter and appearance is to oppose the petition as I did <br />when I appeared before your Planning and Zoning Board Meeting on March 13, 1980. <br />I can, at this time, see no compelling reason for the Board of County Commissioners <br />to proceed against the recommendations of the Planning and Zoning Board. They <br />voted 4 to 1 denying the rezoning. <br />The Land Use Plan, currently in effect in Indian River County, mitigates against <br />rezoning this parcel. The speculator developers have given no compelling reasons <br />why this particular parcel should be excepted from rules regulating upgrading of <br />zoning now in effect in Indian River County. It is my belief that since they have <br />as not yet purchased the land, that they are merely acting as intermediaries, hoping <br />to cash in on the difference between land selling as agricultural and land selling <br />as single or multiple family zoning. They have not presented you with any clearly <br />agreed upon plan of development concerning density, sewer, water, and other facilities, <br />traffic flow, drainage, and the like. I have great experience living in Broward <br />County with this type of zoning ploy. It has been used extensively in the past <br />taventy years, leading to the present chaos in Broward County. <br />In closing, I wish to restate my plea together- with some of the surrounding land <br />Owners, that you oppose the petition, and deny rezoning. <br />ti <br />Thank you, <br />E.
