Ray Halloran, Sebastian, declared that over 20,000 Sebastian residents, supported <br />by the City Council members, endorsed Board approval of the amendment. <br />Kelly Mather, Sebastian, urged Board approval of staffs recommendation to <br />remove heavy industry from IL zoning. <br />The Chairman called a recess at 10:34 a.m. and reconvened the meeting at 10:52 <br />a.m. with all members present. <br />Don Wright, 720 North Fischer Circle, presented slides which showed the <br />proximity of the proposed concrete plant to the Indian River Lagoon, and illustrated current land <br />and population use in Sebastian. He wanted the Board to approve staffs recommendation. <br />City Manager Al Minner, Sebastian, stated, for the record, that the City of <br />Sebastian supported staffs recommendation to remove industrial classifications from IL zoning. <br />He did not believe that Ocean Concrete had earned vested rights. <br />William Cox, River Run, discussed the lack of regular monitoring for air quality <br />and was concerned about pollution of the well water. He urged Board approval of the proposed <br />LDR Amendment. <br />Ralph Brown, Jacksonville Beach, FL, supported staffs recommendation to amend <br />the LDR without grandfathering -in the plant. He stated that the County had extended quite a bit of <br />money trying to help Ocean Concrete secure access. <br />Director Davis and Chairman Wheeler clarified that no County money had been <br />spent to provide a road for the applicant. The County had honored a request by the City of <br />July 24, 2007 30 <br />
