Chairman Wheeler stated that the Board policy is to be open and allow people to <br />speak. Chairman Wheeler pointed out that the Commissioners had listened to Mr. Paladin's <br />presentation twice, at length, and people had been allowed to speak at the April meeting. Chairman <br />Wheeler declared that he had not prevented people from speaking on July 17; he had stated his <br />position and asked the other Commissioners for feedback. As there was no response, and he had <br />not seen any audience members raise their hands to speak, he moved the agenda forward. He did <br />not see the necessity for going into the plans, because planning, zoning, and expansion matters are <br />researched and evaluated by staff He did not want to make any decisions after presentations by <br />citizens, without input from staff and professionals. <br />Commissioner O'Bryan made it clear that an agenda item is not designed to <br />substitute for a workshop. He reminded Mr. Paladin that he could request a Public Workshop to <br />review the Paladin Plan. <br />Chairman Wheeler told Mr. Paladin that the procedure for public speaking would <br />continue as it has been in the past with the Board allowing people to speak; however, if they <br />wanted to be assured of that, people should complete the request to speak form. <br />NO ACTION REQUIRED OR TAKEN. <br />9.B. 3. REQUEST TO SPEAK FROM CHUCK MECHLING REGARDING CHAPTER <br />910 <br />Chuck Mechling, 1999 Point West Drive, mentioned that there had been some <br />change to Chapter 910, Concurrency Management.
