• The Chairman CALLED THE QUESTION and by <br />a 4-0 vote (Commissioner Davis absent), the <br />Motion carried unanimously. The Board: <br />• approved the award of the Construction Contract to <br />the lowest responsive bidder, Lucas Marine, Inc., <br />in the total amount of $3,369,799.60; <br />• approved the agreement and authorized the <br />Chairman to execute said agreement when required <br />performance and payment bonds have been <br />submitted along with appropriate Certificate of <br />Insurance and the County Attorney has approved <br />the agreement as to form and legal sufficiency; <br />• authorized staff to direct purchase the equipment <br />items listed and any other equipment where a net <br />savings to the total cost of the project will be <br />provided. This will be a minimum amount of <br />$1,486,359.62 for a minimum cost savings of <br />$366,140.38. <br />• Since it is anticipated it may be necessary to issue <br />Change Orders or Work Directives to accommodate <br />any unforeseen discrepancies between contracted <br />items and direct purchase items. The Board <br />authorized approximately a 3% amount for these <br />contingencies. This will also provide a tool for staff <br />to take advantage of any additional opportunities to <br />save project cost by the direct purchase process, <br />July 24, 2007 47 <br />
