In Vice Chairman Neuberger’s past experience, he was aware of a lot of low-bidder <br />contracts and it seemed that almost every contract would have a change order for unforeseen <br />circumstances. He asked how such instances would be overcome. <br />Director Frame could not tell the Board that this project would result in no change <br />orders, but he believed that bringing in a construction manager to participate along with the design <br />team in the development of the final plans would greatly alleviate the opportunity of the contractor <br />being able to say something like, “That was left out of the plans and I had no idea that that was to <br />be included”. Typically, when bidding a project on the basis of the low bid, one of the techniques <br />is to go through the plans and quickly detect what the architect has left out of the plans and submit <br />the bid accordingly because that would be an area for a change order to be submitted later. Of <br />course, there would be the possibility of an underground pipe that no one knows exists. <br />Commissioner Lowther inquired as to the cost, and Director Frame did not know but <br />it would be a firm and not an individual. It would be premature to guess about the cost. The plans <br />would need to be closer to finalizing before he could speculate on the cost. <br />Commissioner Adams thought the use of this process has been good in the past; it <br />has save the County money, they have been able to eliminate unnecessary steps, cut the <br />construction time down, and limit delays.
