Rothschild <br />Area Kinager <br />Department of Housing and Urban Development <br />Jacksonville Area Office <br />Peninsular Plaza <br />661 Riverside Avenue <br />Jacksonville, Florida 32204 <br />April 15, 1980 <br />Re: Circular Letter JAX 80-17 <br />Application for 116 <br />New Construction Public Housing Units <br />Indian River County Housing Authority <br />Dear Mr. Rothschild: <br />We are a new Housing Authority charged with filling housing <br />needs that have been increasing over a substantial period <br />of time. 56! of our families are below the poverty level. <br />Over 66-2/3% of our labor force are seasonal workers. Our <br />employment is citrus, agriculture and tourist based. We <br />have a chronic unemployment problem that annually rages <br />from 5.9Z to 13:4X. <br />0ne stable non -seasonal employer laid off the equivalent of <br />10*% of the total county labor force this year. The State <br />Employment Office forecast unemployment may reach 20% this <br />:;uiraner. We will keep you informed. <br />With the sense of urgency the situation demands, our staff <br />and our Board have worked long; and hard on the enclosed <br />applicatiun for its timely submission.
