Mrs. Stanbridge pointed out that there was no talk of negotiation or <br />mediations here, even though those are required by Chapter 73. <br />Mr. Zito conveyed that staff had no objection to any of the changes. <br />A lengthy discussion ensued during which the Board and staff considered Mrs. <br />Stanbridge's suggestions; analyzed the organizational structure of the Public Works Department <br />as related to right-of-way acquisitions; and established the importance of administrative staff <br />having access to legal counsel. <br />The Board, staff, and Mrs. Stanbridge discussed whether the time parameters <br />suggested by Mrs. Stanbridge could be managed, particularly in view of the 113 parcels which <br />remained on 66th Avenue. <br />The Board voiced its concerns about the property owners on 66th Avenue being <br />in a state of limbo, and expressed its desire to move things along on their behalf. <br />Commissioner Wheeler felt that it would be advantageous, if the County <br />needed to acquire property quickly, to offer a higher price, instead of negotiating for a lower <br />price. <br />The Board's Consensus was to incorporate the suggestions <br />made by Mrs. Stanbridge and Director Mora into the <br />Resolution. <br />ON MOTION by Commissioner Flescher, SECONDED <br />by Vice Chairman Davis, the Board unanimously <br />approved Resolution 2008-116, as amended, amending <br />46 <br />August 12, 2008 <br />
