Commissioner O'Bryan asked whether the lien, to be levied for the financing <br />of the water system, would be placed upon the residents of the Mobile Home Park, or the Park <br />itself. Director Olson revealed that the lien would be placed on the Mobile Home Park. <br />Bill Lain, owner of Royal Palm Mobile Home Park, presented a handout to the <br />Board (copy on file) which detailed the loss of income experienced by the Mobile Home Park <br />since the initial investment in the property. He informed the Board that the residents of the Park <br />are primarily senior citizens living on fixed incomes, who would find it a financial hardship to <br />finance the water connection system. <br />Administrator Baird responded to Commissioner O'Bryan's question regarding <br />the interest rate. <br />The Chairman CALLED THE QUESTION and the <br />Motion carried unanimously. The Board: (1) determined <br />that Royal Oak Mobile Home Park has sufficiently <br />demonstrated, to the Board's reasonable satisfaction, that <br />the unforeseen payment of the capacity and water hook up <br />charges are a financial burden and that all other funding <br />sources have been exhausted currently. (The Department <br />of Utility Services has the financial ability to finance these <br />charges for a period of up to twenty (20) years, with a <br />superior lien for any such amounts due to be executed in <br />recordable form reflecting the payment schedule and filed <br />in the public records of Indian River County Florida) and <br />(2) approved (a) the expenditure of funds for construction <br />of the water facilities up to a total amount of $25,595.63 <br />and authorized staff to proceed with acquiring the <br />51 <br />August 12, 2008 <br />
