She explained the process and reminded the <br />Commissioners that they would be serving in a Quasi Judicial fashion to resolve the impasse in a <br />public meeting. Attorney Fell stated that the Sheriff and Union had agreed that instead of <br />presenting this matter today, it would be heard at a later date. <br />Commissioner Wheeler encouraged the Sheriff and Coastal Florida Police Benevolent <br />Association (CFPBA) to negotiate the disputed issues. He felt it best to use a Special Magistrate, <br />where this would be dealt with objectively by someone outside the County. <br />Commissioner O'Bryan also felt it appropriate to use the Special Magistrate. He <br />suggested setting a time certain, for a Special Call Meeting. <br />Discussion ensued among the Board regarding setting a time certain for the Special Call <br />meeting. <br />ON MOTION by Commissioner Wheeler, SECONDED <br />by Commissioner O'Bryan, the Board unanimously <br />approved the scheduling of a Special Call Meeting on <br />Thursday, September 10, 2009, with a time to be <br />determined. <br />Attorney Fell clarified for the Vice Chairman that the parties at impasse are free during <br />the insulated period to continue discussions. <br />10.
