MR. PELLEGRINO COMMENTED THAT MORE <br />AND MORE THINGS ARE BECOMING LEGALISTIC — PEOPLE ARE CHALLENGING <br />MANAGEMENT, AND HE BELIEVED WITHOUT A GOOD GUIDE, THE COUNTY COULD <br />HAVE PROBLEMS. <br />14 <br />COMMISSIONER LYONS ASKED IF THE ADMINISTRATOR IS IN AGREE— <br />MENT WITH THE PROPOSED RULES AND REGULATIONS, AND MR. JENNINGS STATED <br />THAT HE HAS BEEN OVER THIS WITH MR. DONLON AND STAFF AND AGREES WITH <br />IT IN GENERAL. HE FELT IT IS SOMETHING WE HAVE TO HAVE. <br />COMMISSIONER WODTKE ASKED ABOUT ITEM A 3, ON PAGE 1-1 WHICH <br />STATES THAT AIDES TO -THE COUNTY ADMINISTRATOR OFFICE SHALL BE EXEMPT <br />FROM THESE RULES. <br />MR. PELLEGRINO EXPLAINED THAT THESE WOULD NOT BE CLERICAL <br />OR SECRETARIAL TYPE AIDES. <br />COMMISSIONER WODTKE ASKED IF ANYONE OTHER THAN THE ASSISTANT <br />ADMINISTRATOR WOULD BE CONSIDERED AN AIDE, AND MR. JENNINGS STATED <br />NOT AT THIS TIME, BUT POSSIBLY IN THE FUTURE, <br />CHAIRMAN SIEBERT INQUIRED ABOUT THE PURPOSE OF EXEMPTING <br />ANYONE EXCEPT THE ADMINISTRATOR. <br />MR. PELLEGRINO NOTED THAT YOU SOMETIMES HANDLE TOP LEVEL <br />PEOPLE DIFFERENTLY. IT PROVIDES EASE IN SELECTION AND DISCHARGE AND <br />TAKES INTO CONSIDERATION ANY SPECIAL TYPE OF ARRANGEMENTS THAT HAVE <br />TO BE MADE WITH THESE PEOPLE — SOME ARE ON A CONTRACT BASIS, HE <br />BELIEVED THE COUNTY ADMINISTRATOR SHOULD HAVE THE AUTHORITY TO CHOOSE <br />AND SELECT HIS OWN STAFF. <br />COMMISSIONER WODTKE FELT THIS WOULD BE COVERED BY ITEM A 7 — <br />PERSONS UNDER CONTRACT. HE NOTED THAT IF SUCH A PERSON WANTED TO RUN <br />FOR COUNTY OFFICE, HE WOULD NOT HAVE TO RESIGN. <br />COMMISSIONER LYONS FELT THERE ARE OTHER RULES COVERING THAT. <br />:• <br />
