HE DID NOT BELIEVE THAT IS OUR LONG RANGE PLAN AND WON- <br />DERED WHAT SITUATION WE WOULD BE IN IF WE DECIDED TO DISPOSE OF THAT <br />LAND OR USE IT FOR OTHER PURPOSES. HE FELT POSSIBLY WE SHOULD UTILIZE <br />A DIFFERENT FUNDING SOURCE TO PURCHASE THE LAND. <br />MR. ENG STATED THAT PURCHASE OF THE LAND IS ELEGIBLE FOR <br />GRANT PURPOSES, BUT AS TO THE QUESTION OF WHAT HAPPENS TO THE LAND <br />DOWN THE ROAD, HE COULD NOT ANSWER 'THAT UNLESS HE APPROACHED FMHA, <br />HE FELT IF THE LAND IS USED FOR ANYTHING RELATED TO THE UTILITY <br />DEPARTMENT, THERE WOULD BE NO QUESTION, BUT IF THE COUNTY WERE TO <br />SELL THE LAND, THERE MIGHT BE A QUESTION. <br />ATTORNEY COLLINS WAS OF THE OPINION THAT THE WORST CONDITION <br />THAT WOULD EXIST WOULD BE THAT THE SALE PROCEEDS FROM THE 4O ACRES <br />WOULD BE PUT BACK INTO THE SYSTEM, AND COMMISSIONER LYONS AGREED. <br />COMMISSIONER WODTKE FELT WE SHOULD USE THE LOAN MONEY <br />RATHER THAN THE GRANT MONIES, BECAUSE WE WILL BE REPAYING THE LOAN, <br />MR. ENG NOTED THAT IF THE BOARD WISHED THEM TO CONSIDER <br />USING THE LINDSEY ROAD SITE, PERMISSION WOULD BE NEEDED FOR THE <br />SOIL CONSERVATION MAN TO ENTER THE LAND AND DO A SOIL SURVEY, AND <br />WE SHOULD WRITE THE SOIL CONSERVATION DISTRICT REQUESTING THAT THIS <br />SURVEY BE MADE. <br />COMMISSIONER WODTKE CONTINUED TO DISCUSS WHETHER WE WILL <br />USE THIS PROPERTY IN OUR LONG RANGE PROGRAM, AND FELT PERHAPS WE <br />COULD MAKE SOME TYPE OF ARRANGEMENT FOR UTILIZATION OF THE LAND <br />FOR A PERIOD OF FIVE TO TEN YEARS AND THEN IT COULD REVERT BACK - <br />POSSIBLY LEASE WITH AN OPTION TO PURCHASE, <br />COMMISSIONER LYONS POINTED OUT THAT IF YOU ARE GOING TO <br />USE THAT LAND, IT PROBABLY WILL ALTER CONSIDERABLY DURING THAT PERIOD <br />OF TIME. <br />ATTORNEY COLLINS STATED THAT HE WOULD BE SURPRISED IF <br />THE LAND CAN BE PURCHASED FOR THE APPRAISAL PRICE, BUT FELT WE CAN <br />CONTACT THE OWNERS AND DISCUSS THE LEASE ASPECT, HE POINTED OUT THAT <br />WE DO NOT HAVE THE POWER TO CONDEMN FOR THE LEASE ASPECT, AND MR. ENG <br />WAS NOT SURE THAT FMHA MONEY CAN BE USED FOR A LEASE. <br />
