, <br />JUN 181980 <br />INDIAN RIVER COUNTY <br />June 2, 1980 <br />MEMO <br />I <br />DEPARTMENT <br />43 PA E774 <br />TO: Jack Jennings, County Administrator "111 1P <br />FROM: David Marsh, Senior Planner <br />SUBJECT: Easement Release Request <br />This request for the release of the 10' public utility easement <br />lying between lot 9 and 10, Block 3, Roseland Gardens Subdivision <br />has been reviewed with no objections by the following agencies: <br />Florida Power & Light <br />Southern Bell Telephone �- <br />Utilities Department <br />A field check showed there is currently a front swale along Hotchkiss <br />Drive now handling drainage. .The relatively flat terrain would appear <br />to preempt any future drainage problems when considering the existing <br />swale in front and the prospect of a rear swale within the 12.5' back <br />lot line easement or in the Airport Drive right-of-way. <br />Offset property lines in Block 3 would make it difficult to provide <br />for cross drainage, and it seems this could be adequately handled along <br />the Mulberry Street extension and further north in Block 2, <br />Based on the responses and staff analysis, it'is, recommended that the <br />easement be released; however, consideration might be given to requiring <br />builders to put in rear swales in conjunction with zoning permit appli- <br />cations.
