June 11, 1980 <br />MEMORANDUM <br />TO: The Board of County Commissioners <br />FROM: Neil A. Nelson, Assistant County Administrator <br />soon 43 pacE 816 <br />PROBLEM: Unable to adequately control septic tank drainings dumping <br />in the County <br />Background: <br />The Health Department issues permits to authorize firms to pump out <br />septic tanks. These septic tank drainings can be disposed of either by <br />pumping into a sewerage disposal facility or by field spreading in remote <br />areas. The City of Vero Beach Sewerage Treatment Plant at one time had <br />the capability to receive this material. The plant was modified and their <br />capability eliminated. We have requested that the plant be modified again <br />to allow the pumping firms to discharge into their plant. The City <br />considered our request but decided against the remodification. <br />It has come to our attention that certain firms have been illegally <br />discharging their drainings into canals, road ways, and other un -authorized <br />places. Upon consulting with Jack Allen of the Health Department, we felt <br />the illegal dumping could be better controlled if a central dumping area <br />was designated. <br />We have -found such an area at our landfill. Jack Allen has inspected <br />it and will approve it to receive septic tank drainings. The area is future <br />cell sites and will not interfer with our solid waste activities for a <br />number of years. A nominal charge of $5.00 per load will cover the costs <br />of our operation and will be attractive enough to the firms to make them <br />want to use this area: <br />41 <br />Recommendation: <br />It is recommended that: <br />1. The Health Department issue an approval to allow septic tank <br />drainings to be deposited in the Sanitary Landfill. <br />2. Septic tank drainings be accepted in the Sanitary Landfill. <br />3. The fee of $5.00 per load be charged for septic tank drainings. <br />4. This will begin July 1, 1980. <br />Neil A. Nelson, Asst.
