consistent with that action, he believed that the Board should set policy and not meddle in <br />individual decisions. He agreed with Chairman Davis that the Sheriff was elected to perform a <br />job at which he deserves to either fail or succeed based on his own, and not the Board's, <br />decisions. However, he was concerned about the financial stress and impacts on family life as <br />discussed by the Deputies. He therefore would support the Sheriff's position as manager of the <br />Agency, but should the current Motion fail, he would offer another Motion to tie the shift change <br />into a bargaining step increase program. <br />G. Board Decision Article 19 <br />The Chairman CALLED THE QUESTION, and by a 2-3 <br />vote (Commissioners Davis, O'Bryan and Solari <br />opposed), the Motion DIED to retain the current twelve- <br />hour shifts for the Deputies. <br />MOTION WAS MADE by Commissioner O'Bryan, to <br />approve the 10 -hour shift change, with the caveat that it <br />not take effect until the Sheriff and the Union have <br />bargained to implement a step increase program for the <br />Deputies.
