F, <br />Boot 40 Pace 005 <br />Since a newccntral system is going to be installed to serve <br />the adjoining reception and secretarial area, we request a change <br />order to either (a) enlarge the present proposed system to serve <br />the secretarial area, reception area, hearing rooms and the four <br />r}rrult judges' offices, or (b) install a separate central system <br />for the four judges' offices. In any event, the duct work for a <br />central system for the four judges' offices should be installed now <br />before the remodeling is completed. <br />6. The present plan does not include any air conditioning <br />for the lobby, halls, witness room or restrooms at the north end of <br />the upstairs area. This area will be for witnesses, parties to <br />lawsuits, jury venires for all courtrooms. The county court has a <br />large volume of people for traffic court, small claims court, etc. <br />These conditions are going to create a maximum of humanity with a <br />lot of heat. For the comfort of the public and everyone attending <br />these facilities, these areas should be air conditioned. If the <br />cost of air conditioning is prohibitive, there must be some type <br />of forced air fan system to circulate air to this area. The problem <br />with this is that there are very few if any windows avallable to <br />bet any air, so I don't think fans would be a satisfactory_ solution. <br />In any event, we are requesting a change order on this. <br />1-4 of the chore changos should result in little or no <br />additional expense, as they are basically only changes in layout <br />and design. Douglass <br />ATTORNEY CLEM INFORMED THE BOARD THAT HE AND ATTORNEY DOSS <br />HAD OCCASION TO GO OVER TO THE COURTHOUSE AND LOOK AT THE PLANS AND <br />THE FACILITY AS IT IS PRESENTLY BEING LAID OUT, AND THEY WERE VERY <br />CONCERNED WITH THE ACTUAL LAYOUT OF THE COURTROOMS FROM A SIZE <br />STANDPOINT. HE EMPHASIZED THAT IF THERE IS ANYTHING THAT CAN BE <br />DONE TO EXPAND THE SIZE OF AT LEAST ONE OF THE COURTROOMS, THEY <br />WOULD CERTAINLY URGE THAT IT BE DONE SINCE SOME OF THE LARGER TRIALS <br />HAVE MANY PEOPLE IN ATTENDANCE AND THEY DO NEED AS MUCH ROOM AS THEY <br />CAN POSSIBLY GET, MR. CLEM EXPRESSED THE BELIEF THAT THE AIR CONDI- <br />TIONING SHOULD BE CENTRAL RATHER THAN HAVING THE FUNNY LITTLE ANTIQUE <br />WINDOW UNITS, WHICH HE BELIEVED WOULD COST MORE IN THE LONG RUN. <br />HE FURTHER FELT IT MIGHT NOT BE TOO EXPENSIVE TO AIR CONDITION THE <br />AREA THERE WHICH IS SUPPOSED TO BE NON -AIR CONDITIONED. MR, CLEM <br />STATED THAT IT HAS BEEN HIS EXPERIENCE THAT ANYTHING YOU SPEND NOW <br />ON CAPITAL OUTLAY IS MONEY WELL SPENT, ESPECIALLY AS THE COUNTY IS <br />M <br />I <br />
