The Chairman opened the public hearing. <br /> <br />th <br />Tim Zorc, <br /> 4415 5 Place SW, had a procedural question regarding 9.A.3. and <br />9.A.4.; Director Keating responded that staff could take the Board’s direction should there be a <br />conflict in either of these amendments. <br />County Attorney Collins opined that if the Board eliminates an element from one, it <br />must also be eliminated from or amended in the other to have consistency between the two. <br />rd <br />Mr. Zorc <br /> also questioned the funding regarding 43 Avenue. His concerns had to <br />do with safety issues, possible overburdening of roads, and timeframe for re-assessment of <br />changes made this year. (The statistics in vehicle crashes submitted by Mr. Zorc are on file with <br />the backup in the office of the Clerk to the Board.) <br />Phil Matson <br />MPO Staff Director explained meeting concurrency requirements, <br />long and short term, in response to Mr. Zorc’s concerns. <br />Directors Keating and Davis responded to numerous questions from Mr. Zorc and <br />the Commissioners. <br />Dr. Richard Baker <br /> advised there were people present to speak who had to leave. <br />nd <br />John Moore, <br /> 2136 32 Avenue, a biology professor at Florida Atlantic University, <br />raised concerns about the proposed improvements to the Oslo Road boat ramp. His concerns were <br />about the seagrass beds and certain species of rare seagrasses that would be negatively impacted by <br />construction and propeller scaring. He was also concerned about reptiles and amphibians that <br />would be endangered because they are attracted to the heat of the asphalt. While there may be a <br />need for a boat ramp in the south end of the county, he thought another site would be better. <br />Joel Day <br />, a licensed boat captain, has used the Oslo boat ramp with his backcountry <br />skiff and kayaks. Anyone with a larger boat would not launch there due to the extra gas needed to <br />reach one of the inlets to go offshore. He felt there were other excellent boat ramps for the bigger <br />boats and spending money for improving the ORCA (Oslo Road Conservation Area) boat ramp is <br />unnecessary.
