COUNTY ADMINISTRATOR’S MATTERS – DRAFT OF FIRE <br />AND EMS CONSOLIDATION IMPLEMENTATION STUDY - <br />PRESENTATION BY DON LONG, CONSULTANT, <br />MANAGEMENT ADVISORY GROUP, INC. <br />(Clerk’s Note: This matter followed after Item 9.A.1.) <br />Emergency Services Director John King gave a quick history of this matter and <br />introduced Mr. Long. <br />Donald Long <br />, Management Advisory Group, thanked the Commissioners and staff <br />for their cooperation, and gave information about the individuals who prepared this study. (Copy <br />of study is on file with the backup in the Clerk’s Office.) He projected slides reviewing the scope <br />of services, the objectives of the study, the approach and methodology, the major findings (57), <br />and major recommendations. In terms of recommendations they suggested expansion of the <br />medical oversight particularly during the transition process for the next couple of years. Among <br />the many recommendations, he included a citizens’ committee, hiring preferences, a transition <br />period for dual certification requirement for promotional opportunities. There were many other <br />recommendations having to do with qualifications, training, reporting standards for emergency <br />calls, communications, and other tools for coordination and unification of the department. In <br />summary he thanked the Board for the opportunity and assured them that consolidation can be <br />done; it is possible and feasible. He believes it is more efficient and raises service overall. <br /> <br />The Chairman opened the floor for public input. <br /> <br />Caroline Ginn <br />, 1134 Old Galleon Lane, expressed one wish and that was that <br />Indian River County paramedics be placed at the hospital for close oversight. She felt this issue <br />had not gotten sufficient public input and understood this to be the workshop promised 10 months <br />September 13, 2005 36 <br /> <br />
