BOOK 44 PAGE 22 <br />COMMISSIONER WODTKE AGREED THAT AN ALL INCLUSIVE STATEMENT <br />ABOUT SPECIAL AREA STUDIES IS A GOOD IDEA. <br />COMMUNITY DEVELOPMENT DIRECTOR, ED REGAN, CAME BEFORE THE <br />BOARD TO REQUEST THAT THE COUNTY TRANSFER THEIR $400,000 RESERVATION <br />WITH THE DEPARTMENT OF COMMUNITY AFFAIRS FOR RURAL HOUSING LAND <br />ACQUISITION AND SITE DEVELOPMENT ASSISTANCE TO THE INDIAN RIVER <br />COUNTY HOUSING AUTHORITY. HE REPORTED THAT IN JULY OF LAST YEAR <br />THE LEGISLATURE MADE ARRANGEMENTS TO LOAN TO CITIES AS WELL -AS <br />COUNTIES, AND OUR MONEY WAS ALLOCATED TO A CITY. J. B. EGAN, III, <br />CHAIRMAN OF THE HOUSING AUTHORITY, WROTE TO OUR LEGISLATIVE REPRE- <br />SENTATIVES URGING THEM TO ENCOURAGE ADDITIONAL FUNDING FOR LAND <br />DEVELOPMENT SO THAT PRIOR COMMITMENTS COULD BE MET, AND THEY RESPONDED <br />POSITIVELY AND TWO MILLION ADDITIONAL FUNDING WAS MADE AVAILABLE. <br />MR. REGAN THEN DISCUSSED A PROPOSED RESOLUTION WHICH WOULD TRANSFER <br />THIS RESERVATION JO THE HOUSING AUTHORITY, AFTER WHICH THE HOUSING <br />AUTHORITY WOULD CARRY THIS MATTER TO ITS CONCLUSION - BUYING THE <br />LAND, DEVELOPING THE AREA, FUNDING, ETC. HE POINTED OUT THAT THIS <br />FUND IS A LOAN WHICH WILL BE REPAID BY THE SALE OF THE LAND. THIS <br />WOULD PUT THE HOUSING AUTHORITY IN THE BUSINESS OF DEVELOPING HOUSING, <br />AND THEY NEED TO GET INTO THAT RESPONSIBILITY. <br />COMMISSIONER LYONS ASKED IF THIS PARTICULAR FINANCING AR- <br />RANGEMENT WAS HANDLED BY THE COMMITTEE FOR THE HOUSING FINANCE <br />AUTHORITY, AND HE WAS INFORMED THAT THIS IS ENTIRELY SEPARATE. HE <br />THEN ASKED IF THE FULL RESPONSIBILITY FOR THE LIABILITY INVOLVED IN <br />CONNECTION WITH THIS LOAN FROM THE STATE WOULD GO TO THE HOUSING <br />AUTHORITY AND THE COUNTY WOULD NO LONGER BE INVOLVED. <br />MR. REGAN FELT THAT THE ANSWER TO COMMISSIONER LYONS' <br />QUESTION WOULD BE SUBJECT TO THE ATTORNEY'S OPINION, BUT HIS UNDER- <br />STANDING WAS THAT THE FULL RESPONSIBILITY THEN WOULD REST COMPLETELY <br />WITH THE HOUSING AUTHORITY. <br />COMMISSIONER LYONS STATED THAT HE WOULD LIKE TO SEE ALL <br />THE ACTIVITIES THAT ARE INVOLVED THE LAND, THE HOUSING, THE LOANS <br />ON IT, SUPPLEMENTAL HOUSING MATTERS, ETC., GO TO THE HOUSING AUTHORITY <br />AND LEAVE THE COUNTY, AND HE WOULD HOPE THAT THIS WOULD BE A FIRST <br />STEP IN THAT DIRECTION. <br />1-1 <br />1 <br />I <br />
