STEP 2 IS <br />THE DEVELOPER BEING THE HOUSING AUTHORITY OR THE COUNTY ALSO COULD <br />PUT ALL THE REASONABLE STRINGS ON IT TO KEEP THE PROPERTY AT A <br />REASONABLE PRICE. <br />COMMISSIONER WODTKE ASKED IF YOU CAN RESTRICT IT, KEEP IT <br />OPEN TO CHILDREN, ETC., AND CHAIRMAN SIEBERT FELT YOU CAN PUT ANY <br />RESTRICTIONS ON IT THAT YOU DESIRE. <br />MR. REGAN NOTED THAT THE DESIGN CRITERIA THE HOUSING <br />AUTHORITY SHOULD CONSIDER WOULD BE THE OPTIMUM LIVING CONDITIONS <br />FOR THE LEAST POSSIBLE COST. THAT IS WHAT THEY WOULD REQUEST FROM <br />THE DEVELOPER. <br />CHAIRMAN SIEBERT REMINDED THE BOARD THAT THE ISSUE IS <br />WHETHER THE BOARD IS GOING TO DO IT OR THE HOUSING AUTHORITY. <br />COORDINATOR THOMAS STATED THAT HE AND ATTORNEY SOVIERO <br />HAVE NO LEGAL PROBLEM ABOUT THE TRANSFER, BUT FELT THERE MIGHT BE <br />SOME PROBLEM WITH THE PROPOSED RESOLUTION. <br />CHAIRMAN SIEBERT ASKED WHAT THE ATTORNEY OBJECTS TO IN <br />THE RESOLUTION, AND ATTORNEY SOVIERO STATED THAT HE WOULD LIKE TO <br />CLARIFY SOME OF THE STATUTORY REPRESENTATIONS. HE ASKED IF HIS <br />OFFICE HAD DRAFTED THE RESOLUTION. <br />MR. REGAN STATED THAT THE RESOLUTION WAS BASED ON A <br />GUIDELINE RESOLUTION SUBMITTED BY THE STATE. <br />MOTION WAS MADE BY COMMISSIONER LYONS TO ACCEDE TO THE <br />REQUEST OF THE HOUSING AUTHORITY TO TRANSFER THE INDIAN RIVER <br />COUNTY RURAL HOUSING LAND ACQUISITION AND SITE DEVELOPMENT ASSISTANCE <br />LOAN RESERVATION TO THE INDIAN RIVER COUNTY HOUSING AUTHORITY AND <br />AUTHORIZE THE CHAIRMAN TO EXECUTE RESOLUTION #50-66 AS AMENDED BY <br />THE ATTORNEY, EFFECTING THIS TRANSFER. <br />THE MOTION DIED FOR LACK OF A SECOND. <br />DISCUSSION FOLLOWED IN REGARD TO ADOPTING THE RESOLUTION <br />BEFORE THE ATTORNEY HAS REVISED IT. <br />J <br />
