Siebert, Jr., Chairman <br />Board of County Commissioners <br />Indian River County <br />2145 14th Avenue <br />Vero Beach, FL 32960 <br />Re: Group Health and Life Benefits for Fiscal Year 1981 <br />Dear Mr. Siebert, <br />In the accompanying information sheets are several points of <br />information that we at Blue Cross and Blue Shield of Fla., <br />Inc., feel are worth considering before a decision of any <br />nature is made. <br />After reviewing this information, I believe that you will <br />agree that it would be easier to compare benefits and cost <br />if the specifications were redrawn and let for so that <br />on "apples for apples" comparison of benefits'and costs can <br />be made. <br />Three major additional points are (1) that the group has <br />a sizable stabilization reserve at present which would be <br />abandoned if a change in carriers is madel (2) do .you <br />desire a premium refund approach as opposed to a stabili- <br />zation reserve approach, and (3) retention can be shown <br />accurately only if the retention illustration shows the <br />true percentage of actual premium that it is based upon. <br />Please review this information and call upon me at any time <br />that I may be of assistance. <br />S <br />T. Blue Cross and Blue Shield <br />7-14-1980 <br />Re: Group Health Insurance Review - Indian River County <br />This letter is to advise you of certain irregularities in the <br />recently provided specifications and proposals which should be <br />of concern. These areas, at the least, should be resolved prior <br />to any final discussion and comparison of bids received. Very <br />possibly, you may wish to fully protect Indian River County by <br />rebidding the plan via a well designed set of specification. <br />Itemization: <br />1) One of the most valuable portions of any specific- <br />ation outline are the retention and cost exhibits. In <br />order that the responses be channeled into an "apples for <br />apples" format, it is critical that as a bid is pre- <br />pared, a hypothetical estimate of the coming years claims <br />be stated. By standardizing this figure, and assuming <br />that the other blanks are filled in ethically, a reason- <br />ably true picture of total operating expenses (for an <br />equal claims picture) is revealed. <br />
