CARTER TO RETURN WITH ADDITIONAL <br />INFORMATION REGARDING IN-KIND SERVICES. <br />MARVIN CARTER, CHAIRMAN OF THE INDIAN RIVER SOIL & WAT5R"' <br />CONSERVATION DISTRICT, APPROACHED THE BOARD TO REVIEW THE 10 YEAR <br />MASTER PLAN FOR ACCELERATING THE SOIL SURVEY OF FLORIDA, AS MENTIONED <br />IN THE FOLLOWING: <br />UNITED STATES DEPARTMENT OF AGRICULTURE <br />SOIL CONSERVATION SERVICE <br />521 Lake Avenue, Lake Worth, Florida 33460 <br />May 20, 1980 <br />Mr. Marvin Carter, Chairman <br />Indian River Soil & Water Conservation District <br />1708 21st Street <br />Vero Beach, Florida 32960 <br />Dear Marvin: <br />Attached is the information I promised you concerning the Accelerated <br />Soil Survey Program in Florida. <br />I was in error when I said that legislation had been passed funding the <br />soil survey program. Rather, in 1973, a major push by the Soil & Water <br />Conservation Council, Florida Association of Conservation Districts, and <br />the Soil Conservation Service was made to the legislature to fund the <br />program. At that time, the thinking was that formal legislation wasn't <br />needed. The program has been funded each year since then at the levels <br />depicted in the attached reports. I hope this information is helpful. <br />I discussed the cost of the soil survey further with our State Office <br />staff and their estimate of cost to Indian River County is $18.750. <br />However, the final estimate of cost will be made at the time the agree- <br />ments and memo of understanding is signed with all participating units <br />of government. No substantial increase is seen at this time. <br />In regard to your question as to when a survey could be initiated in <br />Indian River County I would have to say it may be as late as October 12 <br />1981 before soil scientists are available to staff a survey party in your <br />county. Hopefully sooner. <br />I would like to assure you that we in the Soil Conservation Service are <br />keenly interested in providing the soil survey assistance. In anticipation <br />of local funding we have ordered the aerial photography for Indian River <br />County at a cost of approximately $10,000. <br />I hope this information will be useful to you in gaining support for a soil <br />survey in Indian River County.
