Z) Consider aquisition of an additional 85' X approximately 1300' <br />east of 6th Avenue to add to the 15' right-of-way presently <br />in existence. <br />3) Build the connecting 8th Street between U.S.#1 and 6th Avenue <br />as soon as possible. <br />4) Install the necessary and adequate signalization for U.S.41 <br />and 8th Street. <br />5) Abandon that portion of 6th Avenue from U.S.#1 north to the <br />northerly property lines of the first adjacent properties. <br />Additionally, the Planning staff would recommend that a statement of policy <br />be made to insure it is clearly understood that future development in the <br />area would need to incorporate a major connector to serve the area south <br />and east of 8th Street and 6th Avenue which is presently undeveloped. This <br />would include providing access to the northern areas of Vista Royale. <br />PLANNING DIRECTOR REVER POINTED OUT ON A MAP WHAT THE <br />PROPOSED ALTERNATIVES ENTAIL. HE STATED THAT THE AREA FROM U.S. 1 <br />AT A POINT COEXISTENT WITH THE PRESENT 8TH STREET CONTINUES OVER TO <br />THE RANGE LINE WHERE THE COUNTY PRESENTLY HAS A 15' EASEMENT. THE <br />PLANNING STAFF FEELS THAT THE 8TH STREET ALTERNATIVE IS THE MOST <br />REALISTIC AND THAT THERE ARE VERY STRONG REASONS WHY IT SHOULD BE <br />CHOSEN TO OPEN UP 6TH AVENUE AND ABANDON THE INTERSECTION AT 6TH AVE. <br />AND U.S. 1. THE RECOMMENDATION THAT WE ACQUIRE 100' OF RIGHT—OF—WAY <br />CORRESPONDS WITH THE PROJECTION OF THIS AS A MAJOR ARTERIAL CONNECTION, <br />AND MR. REVER FELT THE COUNTY SHOULD ACQUIRE THE ADDITIONAL 85' <br />RIGHT—OF—WAY IN CONJUNCTION WITH THE PRESENT 15' RIGHT—OF—WAY ALL THE <br />WAY TO ITS TERMINUS BECAUSE THE POSSIBILITY EXISTS THAT SOME ALIGNMENT <br />OF INDIAN RIVER BOULEVARD COULD BE ACCOMPLISHED IN THE FUTURE, WHICH <br />WOULD GIVE US YET ANOTHER RELIEF ROUTE NORTH AND SOUTH THROUGH THIS <br />PORTION OF THE COUNTY. FURTHER, THIS IS A DEVELOPING AREA. VISTA <br />ROYALE IS CONTINUING TO GROW; THERE ARE OTHER DEVELOPMENTS CONTEMPLATED; <br />AND MR. REVER FELT THE COUNTY SHOULD HAVE SOME KIND OF STATED POLICY <br />THAT FUTURE DEVELOPERS WOULD HAVE TO PLAN TO HOOK INTO THIS EXISTING <br />ROAD TO PROVIDE A SIGNIFICANT OUTLET FOR TRAFFIC. HE CONTINUED THAT <br />8TH ST. WOULD PROVIDE A GOOD RIGHT—ANGLE INTERSECTION WITH PROPER <br />SIGNALIZATION, AND WE ALREADY HAVE APPROVAL OF THAT SIGNAL, AND HE <br />FURTHER RECOMMENDED THAT THE PROPERTY AT THE INTERSECTION OF 6TH AVENUE <br />AND U.S. 1 BE ABANDONED AND DIVIED UP. <br />M <br />J U L 3 01980 moo 44 tE-143 <br />
