MR. MARSH STATED THAT THE LOT SIZES NOW DO CONFORM TO THE ORDINANCE <br />AND THE ROAD SPECIFICATIONS AS WELL. THE BIGGEST CONTROVERSY IS IN <br />REGARD TO A METHOD OF ALLOWING FOR INGRESS AND EGRESS TO THE SUB- <br />DIVISION AS OPPOSED TO GOING THROUGH GROVENOR ESTATES FROM OSLO ROAD <br />BACK INTO THIS PROPERTY. HE CONTINUED THAT THE DEVELOPER HAS AGREED <br />TO PUT IN A BRIDGE ON THE 12TH STREET EXTENSION TO PROVIDE CENTRAL <br />ACCESS TO HIS SUBDIVISION; HE WISHES TO DO THIS IN LIEU OF PAVING <br />HALF STREETS ON KELLEY ROAD. THE STAFF AGREED, IN TERMS OF THE <br />DEVELOPER S INTEREST AND THAT OF HIS SUBDIVISION, THAT THE 12TH STREET <br />LOCATION WOULD BE THE BEST SPOT FOR THE BRIDGE; HOWEVER, IN TERMS OF <br />FUTURE PLANNING AND THOROUGHFARES, THEY QUESTION THE 12TH STREET <br />LOCATION AND FEEL THE BRIDGE SHOULD BE AT KELLEY ROAD INSTEAD, SINCE <br />THEY RECOMMEND KELLEY ROAD AS A FUTURE COLLECTOR FOR THE SOUTH COUNTY <br />AREA. <br />COMMISSIONER LYONS INQUIRED ABOUT THE WIDTH..,_OF THE RIGHT- <br />OF-WAY ALONG KELLEY ROAD. <br />MR. MARSH EXPLAINED THAT THEY WOULD REQUIRE A 50' RIGHT-OF- <br />WAY TO BE DEDICATED BY THIS APPLICANT BASED ON THE FACT THAT OUR <br />THOROUGHFARE PLAN DOES CALL FOR THAT TO BE A COLLECTOR.ROAD IN THE <br />FUTURE. FIFTY FEET IS NOT SUFFICIENT, BUT OUR POLICY IS THAT WE GET <br />50' FROM THIS APPLICANT AND THEN 50' FROM THE ONE ON THE OTHER SIDE. <br />PLANNING DIRECTOR REVER DISCUSSED THE PROBLEM ARISING FROM <br />THE FACT THAT INDIAN RIVER DRAINAGE DISTRICT OWNS THE CANAL RUNNING <br />ALONG KELLEY ROAD AND FELT EVENTUALLY WE MAY HAVE TO WORK OUT A SCHEME <br />WITH FUTURE DEVELOPERS TO ACQUIRE MORE THAN THE AVERAGE AMOUNT OF <br />RIGHT-OF-WAY BECAUSE OF THE CANAL, <br />COMMISSIONER LYONS WISHED TO ENCOURAGE THE PLANNERS TO LOOK <br />AHEAD, PARTICULARLY WITH REGARD TO THE DRAINAGE STUDY, BUT NOTED THAT <br />HERE IS A SITUATION WHERE THE SUBDIVISION ONLY PLACES A SMALL PART <br />OF THE LOAD ON KELLEY ROAD. HE FELT WE SHOULD LOOK MORE CLOSELY AT <br />THE PRESENT AND STATED THAT HE PERSONALLY WOULD NOT VOTE TO HOLD THE <br />DEVELOPER TO PUTTING THE BRIDGE AT KELLEY ROAD AND 43RD AVENUE. <br />54 <br />JUL 301980 <br />Boa 44 mu 149 <br />I <br />
