_I <br />JUL 3 01980 Bou 44 PAGE x.54 <br />THE REPRESENTATIONS OF THE CONSULTANTS, THE ENGINEERS, ETC., AND <br />PERHAPS THESE PEOPLE SHOULD BE ADVISED THAT THEY SHOULD BE AT THE <br />MEETING. <br />MR. MARSH STATED THAT THEY WERE INFORMED. <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />DEESON, THE BOARD UNANIMOUSLY DENIED TENTATIVE APPROVAL FOR WEST LAKE <br />PARK SUBDIVISION SINCE IT DOES NOT MEET THE CONDITIONS OF THE SUB— <br />DIVISION ORDINANCE. <br />TENTATIVE APPROVAL OF TERESA JUNE SUBDIVISION — TO GO BACK TO PLANNING <br />FOR REVIEW OF PLAN #1 BY PLANNING STAFF. <br />SENIOR PLANNER MARSH INFORMED THE BOARD THAT THE SUBJECT <br />PROPERTY CONSISTS OF APPROXIMATELY 10-1/2 ACRES OF LAND ZONED BOTH <br />C-1 AND R-1 LOCATED BETWEEN OSLO ROAD AND EMERSON VILLAS, THERE IS <br />AN ABANDONED MOBILE HOME SUBDIVISION, THE OLD GRENVIEW GARDENS, LOCATED <br />TO THE WEST OF THIS PROPERTY. THE DRAINAGE FOR THE SUBDIVISION WAS <br />DESIGNED TO RUN TO THE CENTER SWALE, AND THE DEVELOPER HAS COMPLIED <br />WITH ALL SUBDIVISION REGULATIONS. HE COMMENTED THAT THIS, HOWEVER, <br />DOES NOT MEAN THAT THIS IS NOT CONTROVERSIAL. MR. MARSH CONTINUED <br />THAT THE TECHNICAL REVIEW COMMITTEE DID REQUEST THE DEVELOPER TO SUB— <br />MIT A NEWLY DESIGNED PLAN; HE ORIGINALLY HAD CUL DE SACS, BUT THE <br />TRC FELT THAT THE ALIGNMENT OF 31ST AVENUE AND EMERSON VILLAS WAS <br />SUCH THAT A HALF ROAD TO BE PROVIDED BY THE DEVELOPER ON THE WEST <br />SIDE AND A HALF ROAD ON THE PROPERTY ADJACENT WOULD SERVICE THE ENTIRE <br />AREA. HE NOTED THAT THE DEDICATIONS ARE 50' ON OSLO ROAD AND 35' ON <br />THE PROPOSED 1/2 ROAD ON 7TH STREET S.W. AND 30' ON THE TWO HALF ROADS <br />ON THE EAST AND WEST. <br />.JAMES BEINDORF, ENGINEER, WAS PRESENT REPRESENTING THE <br />DEVELOPER OF TERESA .JUNE SUBDIVISION. HE INFORMED THE BOARD THAT <br />THEY HAVE REDESIGNED THE SUBDIVISION; LEFT THE BUFFERS REQUIRED <br />BETWEEN C-1 AND R-1 AND GAVE THE ADDITIONAL RIGHT—OF—WAY FOR OSLO, AND <br />THEY ARE READY TO PROCEED AND WISH TENTATIVE APPROVAL. <br />COMMISSIONER WODTKE ASKED IF THE HALF ROAD WOULD LINE UP OR <br />IF IF WOULD CREATE A JOG, AND THE PLANNING DIRECTOR STATED THAT IT <br />WOULD LINE UP. <br />
