<br /> <br /> <br /> <br /> <br /> September 21, 2004 <br /> <br />REGULAR MEETING OF THE BOARD OF COUNTY <br />COMMISSIONERS <br />The Board of County Commissioners of Indian River County, Florida, met in <br />th <br />Regular Session at the County Commission Chambers, 1840 25 Street, Vero Beach, Florida, on <br />Tuesday, September 21, 2004, at 9:00 a.m. Present were Caroline D. Ginn, Chairman; Arthur R. <br />Neuberger, Vice Chairman; and Commissioners Fran B. Adams, Thomas S. Lowther, and Kenneth <br />R. Macht. Also present were Joseph Baird, County Administrator; William G. Collins II, County <br />Attorney; Kimberly Massung, Executive Aide to the Board; and Patricia Ridgely, Deputy Clerk. <br /> <br />1. CALL TO ORDER <br />Chairman Ginn called the meeting to order. <br /> <br />2. INVOCATION <br />Planning Division Director Stan Boling delivered the Invocation. <br /> <br />3. PLEDGE OF ALLEGIANCE <br />County Attorney Collins led the Pledge of Allegiance to the Flag. <br /> <br />4.
