ON HIS RETIREMENT FROM INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS PUBLIC WORKS DEPARTMENT WITH <br />TWENTY-EIGHT YEARS OF SERVICE <br />Vice Chairman Flescher read the Proclamation and presented the retirement plaque to <br />Director Jim Davis who thanked the Board and staff for 28 years of rewarding experience. <br />$.D. PRESENTATION BY GREGORY VADA Y, TREASURE COAST REGIONAL <br />PLANNING COUNCIL, ONBROWNFIELD GRANT OPPORTUNITIES FOR <br />INDIANRIVER COUNTY <br />Managing Director of the Solid Waste Disposal District Himanshu Mehta introduced the <br />presentation and recalled that in 2002, the old Gifford Road landfill site was designated a <br />Brownfield site. He informed the Board that Julianne Price, Coordinator for the State's <br />Department of Health, had recently initiated the "Protocol for Assessing Community Excellence" <br />(PACE) program in the Gifford community, and that there has recently been an interest in <br />Brownfield opportunities for this area. <br />Nandra Weeks, GeoSyntec Consultants, Inc., summarized the Brownfield Grant <br />opportunities for Indian River County, specifically the Gifford area and landfill, and made <br />recommendations for the Brownsfields' revitalization process. She outlined the Florida <br />Department of Environmental Protection (FDEP) and the United States Environmental <br />Protection Agency (USEPA) programs, and addressed why the cleanup and redevelopment <br />would benefit the Gifford community. She stressed the urgency of submitting the grant <br />application to the USEPA before October 16th, 2009, and suggested partnering with the Treasure <br />Coast Regional Planning Council (TCR -PQ. <br />September 22, 2009 <br />
