Dr. Baker asked the Board to approve a one -acre lease around the building for $1.00 per <br />year, renewable every 10 years, for up to 50 years, and after 50 years it would be renegotiated or <br />turned over to the County. He wanted the County to construct a parking lot across from the <br />existing five space parking lot for visitors, and provide a special needs boardwalk linking the <br />parking lot to the Audubon House, for a cost of about $86,000.00. <br />Commissioner Wheeler wanted to know if there was anything in the County Ordinance <br />that would prohibit the Board from taking action on this. Attorney Collins said there was not, <br />but believed the intent of the presentation was to get direction from the Board to move forward <br />with a lease that could come back to the Board at a later date. <br />MOTION WAS MADE by Vice Chairman Flescher, <br />SECONDED by Commissioner Wheeler, to direct staff to <br />evaluate the conceptual plan, identify the cost factors, <br />locate a funding stream, and bring it back to the Board. <br />Chairman Davis applauded Dr. Baker's efforts but not the location for the project. He <br />did not believe it would be proper to take property that was set aside for conservation and put a <br />structure on it, even with the best of intensions. <br />Dr. Baker explained why the Oslo Riverfront Conservation Area site was chosen. <br />The Commissioners voiced their feelings and concerns over the conservation property, <br />the placement of the building, educational opportunities, and the parking lot. <br />Con <br />September 22, 2009 <br />
