<br />Adam Armaganian <br />, Project Manager for the Sunrise Subdivision, explained that just last week <br />he received the information regarding the external road work and it turned out to be over $500,000. He <br />th <br />had no idea, up to that point, that they would be required to do that work (17 Lane SW turn lane) as part <br />of their request for an extension. In his opinion, these should be treated as two separate issues. He asked <br />th <br />that the Board give them an extension and allow them to work with staff and Falcon Trace on 17 Lane <br />SW as a separate item. <br />Public Works Director Jim Davis explained how the circumstances related to The Preserve were <br />different. He advised that the issue before them had to do with extending their LOC for the infrastructure <br />th <br />inside the subdivision. The expiring $2.9 million LOC had included some money for the 17 Lane SW <br />th <br />improvements. He wanted the funds for 17 Lane SW to be placed in an escrow account so all the <br />improvements could be done at the same time without having to tear up the road a second time to put in <br />the turn lane for Sunrise. He said this developer was unwilling to advance the money and was claiming a <br />cash flow problem. <br />John Genoni <br /> of Sunrise stated that when he met Friday with Director Davis, he wanted the <br />th <br />extension of the contracts for construction to be a separate issue from the money for the turn lanes on 17 <br />Lane SW. He did not understand why they had to be tied together. <br />County Administrator Baird thought they needed be tied together. <br />Director Davis pointed out that was the only control the County would have. <br />Commissioner Lowther agreed. <br />Attorney DeBraal advised that staff did not object to the one-year extension conditioned upon <br />th <br />funds for the 17 Lane SW improvements. <br />Director Davis stated that staff had looked again closely at the number and felt that $300,000 <br />could do the job combined with the $576,000 from Falcon Trace, for a total of $876,000. He wanted <br />$300,000 to come out of the LOC and put in the bank for the County to draw on. <br />Mr. Genoni <br />In response to Commissioner Davis as to when they could vest their concurrency, <br />advised that their intent is to complete the project once they are able to get the concurrency and that they <br />are “not running away” from it, they are committed.
