The Vice Chairman opened the public hearing. <br /> <br />Discussion ensued on fountains, aeration devices in stormwater retention ponds, <br />and corresponding with SJRWMD to get a better understanding of the current water situation. <br /> <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br /> <br />The Vice Chairman closed the public hearing. <br /> <br />ON MOTION by Commissioner Wheeler, SECONDED <br />by Commissioner Davis, the Board unanimously adopted <br />(by a 4-0 vote Chairman Lowther absent) Ordinance 2005- <br />031 concerning amendments to land development <br />regulations (LDRs); providing findings; providing for <br />amendments to rules of construction; prohibiting <br />construction or alteration of a structure to impede an <br />existing drainage system that has historically provided <br />drainage; amending nomenclature used in exemptions; <br />amending requirements for type A permits to require <br />retention from non-residential sites within one mile of the <br />Indian River Lagoon; imposing requirements for use of a <br />flap gate and proving minimum elevations for such areas; <br />amending elevation levels in certain storms; amending <br />bridge member height requirements; providing that <br />approval of side and rear lot drainage swales will only be <br />considered in certain areas; prohibiting the use of front, <br />rear, or side lot swales in certain subdivisions unless a <br />September 6, 2005 14 <br /> <br />
