8.0. TEMPORARYRESTRICTION OF USING INTERNET BROADCAST BYDEMAND <br />STAR FOR OBTAINING RESPONSES TO CCNA (CONSULTANTS <br />COMPETITIVE NEGOTIATIONACT) REQUESTS FOR ARCHITECTURAL AND <br />ENGINEERING DESIGN SER VICES <br />Commissioner Solari noted that subsequent to obtaining the original information on this <br />item, the Commissioners had received additional backup advising that if we go out for Request <br />for Qualifications (RFQ) not by Demand Star, that a requirement be included to obtain at least <br />eight (8) formal responses. <br />MOTION WAS MADE BY Commissioner Solari, <br />SECONDED by Vice Chairman Flescher, to approve <br />staff's recommendation, with the stipulation to require at <br />least eight (8) formal responses to a Request for <br />Qualifications. <br />A brief discussion ensued regarding the large volume of companies who are responding <br />to the County's RFQ's for design services. <br />Tom Frame, General Services Director, corroborated that significant responses were <br />being submitted statewide; he did not think there would be any problem with getting the required <br />RFQ's. <br />The Chairman CALLED THE QUESTION and the <br />Motion carried unanimously. The Board approved, based <br />on the current level of responses and given the dire level <br />of the construction industry, to temporarily forego <br />broadcasting Requests for Qualifications for professional <br />design services for a period of six (6) months, effective <br />10 <br />September 8, 2009 <br />
