ur. <br />ca <br />0 <br />Dear Jack, <br />With your announced retirement as <br />Administrator for Indian River County, <br />we on the County Commission desire to <br />express our appreciation for your <br />outstanding career on behalf of local <br />government. <br />You joined the county as County <br />Engineer on August 1, 1966, and received <br />appointment as the first County <br />Administrator on June 30,1967, by a wise <br />and visionary predecessor commission. <br />Your career qualifications at the time <br />emphasized a knowledge of surveying, <br />road construction and drainage control, <br />all within the Indian River County area. <br />At the time, you were known as a man of <br />principle, integrity and sound judgment. <br />Jack, your administration over the <br />past thirteen years has proved the <br />wisdom of your original appointment. <br />Your dedication to public service and <br />integrity in dealing and solving tha <br />myriad problems that confront the <br />County Administration is unsurpassed. <br />As we look around our beautiful County <br />today, one cannot help but be impressed <br />by the orderly growth patterns and fine <br />transportation system that benefit not <br />only the local residents, but also attracts <br />visitors from across the Nation to our <br />community. <br />Jack, the parks available to residents <br />and visitors alike within our County are <br />attributable to your unfailing efforts to <br />am acquire recreational facilities for both <br />present and future generations. <br />Few men in the State of Florida have <br />established a better rapport with the <br />Department of Transportation. Over the <br />years while working with the various <br />officials within the Department of <br />Transportation, you have been able to <br />accomplish State projects within our <br />County which have had a tremendous <br />benefit and influence on the orderly <br />development and growth patterns of the <br />area. The major projects that come to <br />mind are the 17th Street Bridge, Indian <br />River Boulevard, Barber Avenue, the <br />Road 60 beautification, State Road 512, <br />and many others. <br />Over the years and under your <br />direction the County Commission has <br />enacted legislation protecting our area <br />from indiscriminate and haphazard <br />development. You have seen the <br />enactment of Subdivision Regulations, <br />Mining Regulations, Building Code <br />Regulations, and Landscape and Site <br />Plan Ordinances. You have been a prime <br />mover in protecting our dune ecology and <br />spoil islands located within the Indian <br />River. <br />Under your direct leadership, the <br />County successfully moved its landfill <br />operation away from the current airport <br />to a facility which ranks among the top in <br />the State and has the capacity of meeting <br />long-term County needs for solid waste <br />disposal. . <br />Jack, although construction will not <br />have been completed on the new County <br />Administration Building, it will be a <br />tribute to your organizational abilities <br />N11 �P <br />3lyY <br />2 <br />and far-sighted attempt to consolidate <br />governmental functions within one <br />structure. <br />So Jack, it is with a deep sense of loss <br />that the citizens of our County, through <br />this Commission and we, individually, <br />express to you our deep appreciation for <br />the service you have performed on behalf <br />of Indian River County. Your <br />accomplishments over the last thirteen <br />years, some of which we have mentioned, <br />carry forth and will affect future <br />administrations and generations of <br />citizens within our County. <br />All of your calm caring has improved <br />the Quality of Life for the people of Indian <br />River County.
