THEIR TAXES WOULDNIT BE DOUBLE LAST YEAR `S. HE BROUGHT UP THE <br />POSSIBILITY OF UTILIZING SOME OF THE RESERVE ROAD TRUST FUNDS, <br />CHAIRMAN SIEBERT TALKED ABOUT MOVING ALL THE CONTINGENCY <br />TO THE GENERAL FUND, BUT MR. BARTON POINTED OUT THAT IF YOU MOVED THE <br />CONTINGENCY, THEN YOU WOULDNIT HAVE ANYTHING TO GO TO IN MUNICIPAL <br />SERVICES FOR AN EMERGENCY ITEM. <br />COMMISSIONER WODTKE ASKED IF ALL OF THE $580,000 OF OTHER <br />ROADS, MATERIALS AND SUPPLIES WAS TRANSFERRED FROM THE TRANSPORTATION <br />FUND TO THE MUNICIPAL FUND. <br />THE FINANCE OFFICER EXPLAINED THAT THEY TOOK THE TOTAL <br />APPROVED BUDGET FOR ROAD & BRIDGE OPERATIONS, ALL PHASES, AND CAME <br />UP WITH A FUNDING FORMULA BASED ON THE NUMBER OF ROAD MILES, THE <br />NUMBER OF PHYSICAL BRIDGES FROM THE CONNECTOR SYSTEM OF ROADS AND LOCAL <br />SYSTEM OF ROADS, AND USED THAT AS THE FUNDING FORMULA TO ESTIMATE <br />WHAT BILLS EACH ARE GOING TO HAVE TO PAY. HE CONTINUED THAT THEY PUT <br />ALL OF THE EXPENSES IN THE MUNICIPAL SERVICE FUND FOR THE TOTAL ROAD <br />& BRIDGE OPERATION, THEN SAID THE CONNECTOR ROAD SYSTEM WOULD PAY ON <br />A CONTRACT BASIS TO THE MUNICIPAL SERVICE FUND FOR THE WORK DONE ON <br />THEIR SYSTEM OF ROADS, THIS ACCOUNTS FOR THE $335,000 PAYMENT MADE <br />FROM THE TRANSPORTATION TRUST TO THE MUNICIPAL SERVICES, AND THIS WAS <br />DONE BECAUSE THERE IS NO PAST HISTORY BUILT UP ON ACTUAL -EXPENSES. <br />HE CONTINUED THAT THE CONNECTOR SYSTEM OF ROADS IS THE ROADS THE COUNTY <br />ACCEPTED BACK FROM THE DOT - 16TH ST., OLD DIXIE, 5121 5101 KINGS <br />HIGHWAY, ETC. <br />COMMISSIONER WODTKE NOTED THAT IF WE ARE TALKING ABOUT <br />TOTAL MILEAGE OF ROADS, WE HAVE MANY MILES OF MARL ROADS AND THE <br />MAINTENANCE ON THEM IS VERY DIFFERENT. HE REALIZED THAT WE DON'T <br />HAVE ANY HISTORY ON ALL THIS, BUT HOPED THAT, IN OUR EFFORT TO BE <br />EXTREMELY FAIR, THAT THE BURDEN IS NOT BEING OVERLY SHIFTED TO THE <br />UNINCORPORATED TAXPAYER, <br />MR.
