HE STATED THAT IF THE COUNTY,DOES TAKE <br />OVER THE FULL OPERATION OF THE LIBRARY, IT BE DONE AS A TAXING <br />AUTHORITY, AFTER A REFERENDUM VOTE IN THE COUNTY, WHICH WOULD INCLUDE <br />THE MUNICIPALITIES. <br />COMMISSIONER LYONS STATED THAT HE WOULD HAVE NO PROBLEM <br />WITH THAT SUGGESTION - A TAXING AUTHORITY IS ONE WAY OF KEEPING THIS <br />MATTER FROM GETTING BURIED IN THE EVERY DAY BUSINESS, HE CONTINUED THAT <br />HE WOULD LIKE TO SEE A LIBRARY ADVISORY BOARD THAT WOULD MEET ABOUT <br />FOUR TIMES A YEAR AND KEEP THE BOARD INFORMED - PEOPLE WOULD THEN SEE <br />EXACTLY WHAT THE COST OF THE LIBRARY WOULD BE ON THEIR TAX BILL. <br />DISCUSSION FOLLOWED ABOUT THE TIME ELEMENT. <br />ATTORNEY COLLINS EXPLAINED THAT YOU HAVE TO HAVE 30 DAYS <br />PRIOR TO THE REFERENDUM VOTE, AND YOU HAVE TO PASS AN ORDINANCE 20 <br />DAYS BEFORE THAT - IN OTHER WORDS, YOU NEED TO HAVE YOUR ORDINANCE <br />IN EFFECT BY OCTOBER 9. HE CONTINUED THAT THE MORE DIFFICULT PROBLEM <br />WOULD BE THE BUDGETING OF THAT DISTRICT - THIS WOULD BE THE MAJOR <br />ROAD BLOCK, AS YOU MUST HAVE THE DISTRICT IN EXISTENCE, <br />COMMISSIONER WODTKE DID NOT FEEL THAT THEY COULD TAKE IT <br />OVER AS OF OCTOBER IST AND WONDERED IF THE BOARD WOULD APPROVE HAVING <br />A BINDING VOTE THIS YEAR, MAKING THE EFFECTIVE DATE OCTOBER 1, 1981. <br />COMMISSIONER LYONS THOUGHT THE MAIN THING WAS TO GET THE <br />MECHANISM SET UP. <br />COMMISSIONER WODTKE NOTED THAT IF THIS IS GOING TO BE A <br />COUNTY LIBRARY, IT MUST BE VOTED ON AND APPROVED BY EVERYONE IN THE <br />COUNTY. <br />ATTORNEY COLLINS CONCURRED THAT THE MUNICIPALITIES HAVE TO <br />INDIVIDUALLY AGREE TO JOIN, EACH PASSING AN ORDINANCE. <br />COMMISSIONER Loy POINTED OUT THAT IN THE BOARD'S OVER - <br />EXUBERANCE TO GET THIS ON THE BALLOT, IT MIGHT GET LOST WITH ALL THE <br />OTHER ITEMS ON THE BALLOT. <br />AFTER SOME DISCUSSION, IT WAS DECIDED THAT COMMISSIONER <br />LYONS WOULD CHECK FURTHER INTO THIS, AND IF IT TURNS OUT THAT WE <br />CANNOT GET IT ON THE NOVEMBER BALLOT, HE WILL CONTINUE WORKING ON <br />THE MATTER. <br />w <br />r <br />
