r , <br />SEP 10 1980 BOOK 44, FAGE 537 <br />COMMISSIONER WODTKE FELT IT IS PRETTY HARD TO SAY WHEN YOU <br />DON T KNOW WHAT AMOUNT IT IS 20% OF. <br />ATTORNEY COLLINS COMMENTED THAT UTILITY DIRECTOR LINER HAS <br />REVIEWED THIS AND THE ENGINEERS, AND HE BELIEVED THE APPROACH NOW IS <br />TO REACH SOME COMPROMISE. AS FAR AS 20% OF WHAT, HE NOTED WE HAD <br />A FORMULA IN 1973 WHICH DESCRIBED HOW YOU ARRIVE AT WHOLESALE AND <br />THAT FORMULA HAS BEEN USED PRIMARILY IN REGARD TO THE HOSPITAL, GIFFORD, <br />AND RALMAR AREAS. THEY, THEREFORE, HAVE A BASIS FOR THE FORMULA AND <br />NOW CAN NEGOTIATE. <br />COMMISSIONER LYONS FELT THE WHOLESALE RATE IS WELL DEFINED <br />IN THE AGREEMENTS, <br />MOTION WAS MADE BY COMMISSIONER LYONS, SECONDED BY COMMIS- <br />SIONER LOY, TO AUTHORIZE THE ATTORNEY TO NEGOTIATE THE AGREEMENTS <br />AS OUTLINED WITH THE CITY OF VERO BEACH RE THE MID FLORIDA AREA AND <br />THE SOUTH BEACH AREA. <br />COMMISSIONER WODTKE FELT THE COMMISSIONERS SHOULD BE AT THE <br />MEETING WITH THE CITY ALSO, AND ATTORNEY COLLINS STATED THAT THEY <br />WOULD BE WELCOME. <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON AND <br />CARRIED UNANIMOUSLY. <br />REIMBURSEMENT OF BOND ATTORNEY COSTS FOR HOUSING FINANCE AUTHORITY <br />ATTORNEY COLLINS REPORTED THAT AFTER THIS ITEM WAS PUT ON <br />THE AGENDA, WE HEARD FROM HOUGH & COMPANY THAT THEY WOULD WORK SOME- <br />THING OUT WITH THE BONDING ATTORNEYS SO THAT THE HOUSING FINANCE <br />AUTHORITY WOULD NOT BE RESPONSIBLE IN THE EVENT THE BOND ISSUE DID <br />NOT GO AHEAD. HE, THEREFORE, DID NOT FEEL THE MATTER OF THE BOND <br />ATTORNEY COSTS WAS RELEVANT RIGHT NOW, AND HE REQUESTED THAT THIS <br />ITEM BE REMOVED FROM THE AGENDA. THE ATTORNEY NOTED THAT IF THE <br />HOUSING FINANCE AUTHORITY DOES DETERMINE THEY WILL HAVE SOME OUT-OF- <br />POCKET EXPENSE, IT MAY BE BROUGHT BACK TO THE BOARD FOR A TEMPORARY <br />LOAN OR A GRANT IF THE BONDS ARE NOT SOLD. <br />WILLIAM KOOLAGE, A MEMBER OF THE HOUSING FINANCE AUTHORITY, <br />COMMENTED THAT COORDINATOR THOMAS THOUGHT THAT ANY COSTS WOULD BE <br />MINIMAL. <br />
