COMMISSIONER LOY REALIZED THAT THE FINANCE OFFICER WAS <br />TRYING TO MAKE THIS MORE EXPEDIENT AND EASIER FOR THE FINANCE DEPARTMENT. <br />INTERGOVERNMENTAL COORDINATOR THOMAS COMMENTED THAT THERE <br />ARE CERTAIN ACCOUNTS THAT ARE PROBABLY DELAYED TO THE LAST MONTH - IF <br />THE MONEY WAS USED AT THE BEGINNING OF THE YEAR, THERE MAY BE A <br />SHORTAGE OF FUNDS. HE STATED THAT, TRADITIONALLY, THE REPAVING OR <br />PAVING OF ROADS IS DONE IN SEPTEMBER. <br />FINANCE OFFICER BARTON NOTED THAT HE CAN FURNISH A RECAP <br />OF ALL THE TRANSFERS AFTER THEY ARE COMPLETED. <br />COMMISSIONER Loy SUGGESTED THAT MR. BARTON PREPARE THE <br />BUDGET TRANSFER ITEMS TO LET THE BOARD GET AN IDEA ABOUT THE SITUATION, <br />AND MR.
