WANT TO PRESERVE AS A LIFESTYLE, BUT THE CITIZENS WANT THE RIGHT <br />OF SELF-DETERMINATION. MR. BADENHOP INFORMED THE BOARD THAT IN <br />PETALUMA, CALIFORNIA, THEY ESTABLISHED A BUILDING CAP ON THE NUMBER <br />OF BUILDINGS THAT COULD BE BUILT IN A YEAR, AND IT WAS UPHELD BY THE <br />COURTS. HE ENTREATED THE BOARD NOT TO "ACT IN HASTE AND REPENT AT <br />LEISURE,It AND NOTED THAT THE PELICAN ISLAND AUDUBON SOCIETY JOINS <br />THEM IN THIS REQUEST AND MAYOR PROLAN OF INDIAN RIVER SHORES -ALSO <br />SUPPORTS IT. <br />HEPBURN WALKER, RESIDENT OF THE SOUTH BEACH AREA, STATED <br />THAT ALTHOUGH HE IS NOT A MEMBER OF THE CIVIC ASSOCIATION, HE DOES <br />AGREE WITH WHAT THEY ARE REQUESTING; HOWEVER, HE, MORE REALISTICALLY, <br />WOULD ASK THAT A MORATORIUM BE DECLARED ON THE BEACH AREA ONLY. <br />JOHN MORRISON, RESIDENT OF THE TOWN OF INDIAN RIVER SHORES, <br />EXPRESSED HIS APPRECIATION FOR ALL THE YEARS OF HARD WORK THE BOARD <br />MEMBERS HAVE PUT IN ON THIS PLAN, AND HE BELIEVED THE IMPORTANT <br />DECISIONS WHICH THEY HAVE MADE, HAVE BEEN DONE DELIBERATELY AND CARE- <br />FULLY. HE CONTINUED THAT HE HAS BEEN ATTENDING RECENT WORKSHOPS ON <br />THE COMPREHENSIVE PLAN, HOWEVER, AND HE BELIEVES THERE NOW ARE ASPECTS <br />OF THE PLAN THAT ARE DIAMETRICALLY OPPOSED TO WHAT THE BOARD WISHES <br />TO SEE TRANSPIRE IN THIS COUNTY, ESPECIALLY RELATING TO THE ISSUE OF <br />DENSITY, MR. MORRISON FELT THIS PARTICULAR ISSUE IS SO FAR AFIELD <br />FROM WHAT THE PEOPLE IN THE COMMUNITY WANT THAT IT WILL BE HIGHLY <br />CONTROVERSIAL IF IT IS IMPLEMENTED IN THE SHORT PERIOD OF TIME THAT <br />HAS BEEN DISCUSSED, AND HE, THEREFORE, URGED THAT THE BOARD GIVE THIS <br />MORE TIME BECAUSE HE FORESAW A LARGE BATTLE COMING IF THE PLAN IS <br />SET IN CONCRETE AS IT NOW EXISTS. <br />CHAIRMAN SIEBERT INFORMED THOSE PRESENT THAT THE EXTENSION <br />OF THE DEADLINE FOR COMPLETION OF THE LAND USE PLAN WAS ADDRESSED AT <br />THE RECENT JOINT MEETING WITH THE PLANNING & ZONING COMMISSION. THE <br />ORIGINAL DEADLINE OF NOVEMBER 1ST WAS UNOFFICIALLY GIVEN THE PLANNING <br />DEPARTMENT AT A PREVIOUS MEETING. AT THE LAST MEETING, THAT DEAD- <br />LINE WAS UNOFFICIALLY LIFTED, AND HE FELT THERE WAS AN EXPRESSION OF <br />92 <br />SEP 101980 <br />BOOK 44 PAGE 528 <br />
