BELIEVED A SITUATION WILL BE REACHED WHERE THE PLAN WILL PROHIBIT <br />CERTAIN USES THAT THE UNDERLYING ZONING WOULD PERMIT AND VICE VERSA; <br />THERE WILL BE A CERTAIN HIATUS. HE FELT THIS WILL HAVE TO BE <br />ADDRESSED BY SIMULTANEOUSLY ADOPTING IMPLEMENTING ORDINANCES OR <br />PROVIDING A CERTAIN PERIOD OF TIME IN BETWEEN. MR. HENDERSON REITERATED <br />THAT HIS CLIENTS WOULD BE OPPOSED TO A MORATORIUM, AT LEAST TO THE <br />EXTENT WHERE IT WOULD STOP THE BUILDING OF THEIR PROJECTS, AND THEY <br />ARE OPPOSED TO A MORATORIUM IN GENERAL AND DO NOT BELIEVE IT IS <br />NECESSARY. <br />NINA HAYES, OF SMUGGLERS COVE, STATED THAT ALL OF THE <br />COMMISSIONERS ARE QUITE AWARE OF THE PUBLIC OPINION ON THIS MATTER, <br />AND THEY SHOULD ACT ACCORDINGLY. SHE INFORMED THE THREE COMMISSIONERS <br />WHO ARE RESIGNING THAT THEY SHOULD NOT INTERFERE WITH THE OPINIONS <br />OF THOSE WHO WILL SUCCEED THEM. <br />ERNEST KARCH OF GREYTWIG ROAD POINTED OUT THAT THE RESIDENTS <br />ALL BOUGHT THEIR PROPERTY BECAUSE THEY LIKED THE CHARACTER OF VERO <br />BEACH AND THE AREA. HE CONTINUED THAT HE WAS INFORMED BY OUR STATE <br />REPRESENTATIVE R. DALE PATCHETT THAT THIS AREA IS THE SECOND LARGEST <br />GROWING AREA IN FLORIDA; S0, OUR DESIRE TO KEEP VERO BEACH AS IT IS <br />OBVIOUSLY IS NOT HARMING MANY. MR, KARCH STATED THEY ARE NOT OPPOSED <br />TO LEGITIMATE REQUESTS FOR REZONING WHEN IT IS GOING TO ENHANCE THE <br />AREA, BUT DO OPPOSE IT WHEN ALL IT DOES IS ENHANCE SOME INDIVIDUAL S <br />POCKETBOOK. <br />CHAIRMAN SIEBERT NEXT ASKED THE PLANNING DIRECTOR TO <br />CLARIFY HIS UNDERSTANDING IN REGARD TO THE COMMITMENT OF THE PLANNING <br />DEPARTMENT AS FAR AS THE COMPLETION OF THE LAND USE PORTION OF THE <br />MASTER PLAN WAS CONCERNED. <br />PLANNING DIRECTOR REVER STATED THAT HIS UNDERSTANDING WAS <br />THAT THE DEADLINE WOULD BE JULY IST OF 1981, BUT THE DEPARTMENT WAS <br />TOLD THEY SHOULD WORK WITH ALL HASTE TO GET THE LAND USE PORTION <br />DONE AS SOON AS POSSIBLE. HE STATED THAT THEY WOULD ATTEMPT TO <br />HAVE A ROUGH DRAFT DONE AND AVAILABLE SOMETIME IN OCTOBER, BUT THAT <br />IT WOULD BE THE END OF MARCH OR THE FIRST OF APRIL FOR COMPLETION OF <br />SEP x.01980 <br />94 <br />KKK 4 1 w -F, 530, <br />
