He explained how this was a critical step for staff because in order to begin Phase I of <br />the project by February 1St, the Draft Permit and NOITI should have been received yesterday. <br />He said that staff had pushed FDEP to provide a timetable as to when they could complete their <br />internal review and they had reported that it would be completed no earlier than January 20th <br />He reminded the Board that once the Draft Permit and the NOITI are received, the 14 days <br />advertisement period for public comment begins. Director Mora felt optimistic about the start <br />date, as long as FDEP could provide the Draft Permit and NOITI by January 20th. He conveyed <br />that he would be informing the Legislators of the delay. <br />Commissioner Davis mentioned that there had been concerns, from residents who live <br />along 69th Street and North Winter Beach Road, regarding trucks using jake brakes along the <br />project routes. <br />Steve Smith, Subcontractor of Ranger Construction Industries, Inc. said he would order <br />and post "NO JAKE BRAKE" signs. He informed the Board that he would be having a meeting <br />with his truck drivers, and that he would be requiring them to sign paperwork stating that they <br />understand that they would be cut from the job for speeding, passing, or other rule infractions. <br />Director Mora reported that staff would be scheduling a pre -construction conference with <br />the County, the Engineer, Ranger Construction, and any regulatory agencies required under the <br />permit. He reiterated that the conference has to be held after the 14 day public comment period, <br />but prior to receiving the Notice to Proceed from FDEP. He conveyed that staff had been <br />working with Ranger Construction on the project contract, and that it would be brought to the <br />Board on January 19, 2010. He also informed the Board that a Change Order had been requested <br />by Ranger Construction due to the additional requirements of sand processing, testing, and the <br />phasing of the project. <br />There was a brief debate regarding the County entering into the contract, but conditioning <br />the finalization and execution of it until the final permit is received. <br />11 <br />January 12, 2010 <br />
