NOEL KERSEY, BETTER KNOWN AS FETE NOEL, INFORMED THE BOARD <br />THAT RURAL SANITATION SERVICE DOES AN EXCELLENT JOB, AND HE FELT THEY <br />DESERVE THE RAISE. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY CLOSED THE PUBLIC HEARING. <br />COMMISSIONER LOY ASKED MR. FRYER WHAT EFFECTIVE DATE HE <br />WOULD LIKE BECAUSE OF HIS BILLING, AND HE RECOMMENDED AN EFFECTIVE <br />DATE OF NOVEMBER IST. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY ADOPTED RESOLUTION 80-93 APPROVING THE <br />RATE INCREASE FOR RURAL SANITATION SERVICE AS ADVERTISED AT $7.00 <br />PER MONTH WITH AN EFFECTIVE DATE OF NOVEMBER 1, 1980, <br />SAID RESOLUTION WILL BE MADE A PART OF THE MINUTES WHEN <br />RECEIVED. <br />ESTABLISHMENT OF SEXUAL ASSAULT TEAM <br />ROBERT E. STONE, STATE ATTORNEY, CAME BEFORE THE BOARD TO <br />DISCUSS THE ESTABLISHMENT OF A SEXUAL ASSAULT TEAM AS PER THE <br />FOLLOWING PROPOSAL: <br />SEXUAL ASSAULT TEAM <br />The woman who is raped is doubly victimized.- first by the <br />attacker and again by the attitudes of society. <br />Rape was the fastest going crime in the country in the last <br />decade, according to Federal Un-iforrn Crime Reports. That's not <br />just nationwide. that's here too, in our own Communities, <br />Just last year Indian River County had nineteen (19) rapes, <br />Saint Lucie County, sixty(60), Martin County, twenty (20), and <br />Okeechobee County, nine (9); according to figures compiled by the <br />Florida Department of Law Enforcement and the picture isn't <br />getting any better. Statewide in the first three months of this <br />year 1,161 rapes were reported - a 24.8% increase over tho same <br />period last year. <br />39 <br />SEP 2 41980 . <br />GOOK 44 PAGE 619 <br />
