Land Use/Zoning <br />The City of Fellsmere will soon be concluding negotiations with the Department of <br />Community Affairs (DCA) and the County on a proposed Comprehensive Land Use <br />Amendment, which Mr. Nunemaker hopes will create some positive growth opportunities. <br />Mr. Nunemaker advised that Federal stimulus funding has helped pay for two projects - <br />the Water Plant expansion and the Sewer System extension. He remarked that a lot of the <br />Federal grants are related to energy efficiency, such as alternative fuels, and believed that might <br />be a good arena in which to explore some joint venture partnerships. <br />10. INDIAN RIVER COUNTY CHAMBER OF COMMERCE — HELENE CASELTINE, <br />ECONOMIC DEVELOPMENT DIRECTOR <br />Helene Caseltine, Director of Economic Development, Indian River Chamber of <br />Commerce, stated that the Chamber is the County's designated primary agency for economic <br />development, noting that there is a Memorandum of Understanding (MOA) between the <br />Chamber and Enterprise Florida, the Statewide Economic Development Agency. She <br />acknowledged Joe Kulenovic, Senior Director of Strategic and Market Analysis, Enterprise <br />Florida; and Andra Cornelius, Vice President of Business & Workforce Development <br />Opportunities, Workforce Florida, for sharing with her some economic development data, which <br />she has incorporated into her PowerPoint Presentation (copy on file). <br />Ms. Caseltine said that the world economy is growing at a much slower rate than before <br />the recession. It is anticipated that emerging economies such as Asia, the Middle East, Africa, <br />and South Africa will be the growth leaders, with China and India experiencing the strongest <br />growth, and more advanced economies experiencing slower growth.
