OCT 21980 <br />am 44 PACE 724 <br />PASS, AND SINCE IT DID, LAST NIGHT THEY ROLLED THAT MILLAGE BACK <br />SO HIS CITY TAXES SHOULD BE LESS. <br />MR. EDSON NOTED THAT HE SERVED FOR OVER 15 YEARS IN COUNTY <br />GOVERNMENT IN BERGEN COUNTY, NEW JERSEY, AND IT WAS HANDLED DIFFERENTLY <br />THERE. IT SEEMS THAT HERE THINGS ARE BROKEN UP INTO DISTRICTS. IN <br />BERGEN COUNTY, IT ALL GOES INTO ONE POT AND PEOPLE ALL OVER THE <br />COUNTY GET THE BENEFIT FROM WHAT IS IN SOME OTHER PART OF THE COUNTY. <br />HE DID NOT UNDERSTAND HOW IT WAS DONE IN INDIAN RIVER COUNTY. <br />COMMISSIONER LYONS EXPLAINED THAT THE ASSESSED VALUATION <br />FOR THE DISTRICT IS THE ONLY THING USED TO RAISE THE TAXES FOR THAT <br />DISTRICT, AND FINANCE OFFICER BARTON CONFIRMED THAT WE DO SEPARATE <br />THE VALUES FOR THE DIFFERENT DISTRICTS. IN EACH DISTRICT, THEY ONLY <br />COUNT THE PARCELS OF LAND WITHIN THE BOUNDARIES OF THAT PARTICULAR <br />DISTRICT. <br />CHAIRMAN SIEBERT EXPLAINED SOME OF THE REASONS WE HAVE TO <br />SET UP DIFFERENT DISTRICTS, NOTING THAT THE NORTH COUNTY IS PROTECTED <br />SOLELY BY VOLUNTEER FIREMEN, THE WEST COUNTY HAS VIRTUALLY NOTHING <br />TO PROTECT, AND IN THE POPULATED AREA OF THE SOUTH COUNTY, WE HAVE <br />TO PAY. IT WOULD NOT BE FAIR OTHERWISE. <br />MR. EDSON CONTINUED TO ARGUE THAT PEOPLE IN THE CITY BENEFIT <br />FROM COUNTY SERVICES. <br />COMMISSIONER WODTKE COMMENTED THAT HE AGREED WITH THE GENTLE— <br />MAN FROM NEW JERSEY, HE NOTED THAT IT USED TO BE IF YOU LIVED IN <br />THE COUNTY YOU HAD A BASIC RESPONSIBILITY BUT IF YOU LIVED IN THE CITY, <br />YOU EXPECTED CERTAIN SERVICES, AND YOU PAID MORE; IT IS NOT THAT WAY <br />ANY MORE, HOWEVER. NOW THE COURTS SAY WE MUST SEPARATE OUR SERVICES, <br />AND HE FELT OUR BUDGETARY PROBLEMS ARE BEING CAUSED BY DUAL TAXATION <br />SUITS BY THE CITIES AGAINST THE COUNTIES, <br />CHAIRMAN SIEBERT STATED THAT HE,T00, AGREED, AND IT IS NOT <br />DUE TO COURT CASES, BUT THERE IS A LOT OF LEGISLATION PASSED REGARDING <br />DUAL TAXATION. HE NOTED THAT COUNTY GOVERNMENT IS THE ONLY LEVEL <br />OF GOVERNMENT HE KNEW OF IN THE UNITED STATES THAT HAS BEEN TOLD THEY <br />WILL SPEND THE MONEY WHERE THEY COLLECT IT, <br />20 <br />
