OCT 21980 B -bo .44 Pacf 708 <br />CHAIRMAN SIEBERT REPEATED THAT THE BOARD OF COUNTY COMMIS- <br />SIONERS IS HAVING HEARINGS AS IT RELATES TO TAXES - NOT THE ASSESS- <br />MENTS. <br />A GENTLEMAN IN THE AUDIENCE INQUIRED WHY THEY WERE TOLD <br />TO COME HERE BY THE PROPERTY APPRAISER'S OFFICE. <br />PROPERTY APPRAISER LAW CAME BEFORE THE BOARD AND FELT THAT <br />PEOPLE ARE GETTING A LITTLE CONFUSED AS TO WHAT THEY ACTUALLY WERE <br />TOLD. HE CONTINUED THAT THE INSTRUCTIONS FROM HIS OFFICE WERE THAT <br />IF SOMEONE CALLED ABOUT THE VALUE OF THE APPRAISAL, THEY WERE TOLD <br />THE PROPERTY APPRAISER WOULD REVIEW IT, BUT IF THE CALLER COMPLAINED <br />ABOUT TAXES, THEY WERE REFERRED TO THIS MEETING TO TALK ABOUT TAXES, <br />DISCUSSION FOLLOWED ABOUT THE TELEPHONE NUMBERS CALLED, <br />AND COMMISSIONER LOY ASKED THAT THE RECORD SHOW THAT THE TRIM NOTICE, <br />WHICH WAS PUT ON US BY THE STATE OF FLORIDA, REQUIRED THAT THE NUMBERS <br />TO CALL WERE THOSE OF THE PROPERTY APPRAISER AND THE TAX COLLECTOR. <br />SHE NOTED THAT THE TAX COLLECTOR'S OFFICE IS NOT KNOWLEDGEABLE ABOUT <br />THIS PROCEDURE, AND IT SHOULD NOT HAVE BEEN HANDLED BY HIS OFFICE. <br />CLIFFORD FERGUSON,OF 4368 33RD AVENUE, INQUIRED IF YOU DON'T <br />PAY TAXES ACCORDING TO THE VALUE OF YOUR PROPERTY. <br />CHAIRMAN SIEBERT STATED THAT IT IS A COMBINATION OF TWO <br />FACTORS; THE PROPERTY APPRAISER PLACES THE VALUE, AND THE MILLAGE RATE <br />APPLIED TO THE PROPERTY VALUE IS THE COMBINATION THAT DETERMINES YOUR <br />TAX. THE BOARD TAKES THE VALUES SET BY THE PROPERTY APPRAISER AND <br />APPLIES A MILLAGE RATE TO THEM SUFFICIENT TO SUPPORT OUR BUDGET.., THIS <br />BOARD SETS THE TAX RATE. <br />HUGH THOMPSON, 645 BEACHLAND BOULEVARD, FELT IT WOULD BE <br />VERY HELPFUL TO THOSE PRESENT IN GENERAL IF WE REALLY HAD A BASIC <br />UNDERSTANDING. HE STATED THAT HE WOULD LIKE TO HAVE A GENERAL PICTURE <br />OF WHAT IS GOING ON - I.E., HERE IS WHAT THE TAX WAS LAST YEAR AND <br />HERE IS THE INCREASE WE ARE GOING TO HAVE. HE INFORMED THE BOARD <br />THAT HE CALLED THE OFFICES LISTED AND COULD NOT GET CORRECT INFORMATION. <br />CHAIRMAN SIEBERT STATED THAT HE COULD UNDERSTAND THE PUBLIC'S <br />PROBLEMS, PARTICULARLY BECAUSE HE CANNOT READ THE TRIM NOTICE EITHER. <br />
