OCT 21980 Boor 44 pAcE. 710 <br />CHAIRMAN SIEBERT ASKED THAT FINANCE OFFICER BARTON NEXT <br />REVIEW THE MUNICIPAL SERVICE FUND AND NOTED THAT IF YOU LIVE WITHIN <br />A MUNICIPALITY YOU DO NOT PAY ANYTHING INTO THIS FUND, BUT YOU DO IF <br />YOU LIVE IN THE UNINCORPORATED AREA OF THE COUNTY. <br />FINANCE OFFICER BARTON INFORMED THOSE PRESENT THAT THE <br />GENERAL PURPOSE MUNICIPAL SERVICES FUND IS FOR THOSE SERVICES BEING <br />SUPPLIED EXCLUSIVELY TO THOSE LIVING IN THE UNINCORPORATED AREA OF <br />THE COUNTY, WHO ARE THE ONLY ONES WHO WILL PAY THIS MILLAGE. THIS <br />FUND WAS CREATED DUE TO LAWSUITS WHERE RESIDENTS IN MUNICIPALITIES <br />HAVE GONE THROUGH THE COURT SYSTEM IN REGARD TO DUAL TAXATION. THE <br />STATE SUPREME COURT HAS RULED WE MUST CHARGE INDIVIDUALS FOR SERVICES <br />BEING RENDERED TO THEM EXCLUSIVELY FOR THEIR BENEFIT. LAST YEAR WE <br />DID NOT ASSESS A MILLAGE UNDER THIS CATEGORY S0, AS FAR AS ROLLBACK, <br />THERE WAS NONE AND IT IS A 100% INCREASE. THE BOARD IS ASKING FOR <br />A MILLAGE OF 2.10523. <br />CHAIRMAN SIEBERT COMMENTED THAT THIS FUND IS THE ONE THE <br />PEOPLE SHOULD PAY THE MOST ATTENTION T0, IT REFLECTS THE BIGGEST <br />INCREASE IN MILLAGE IF YOU LIVE IN THE UNINCORPORATED AREA. THE <br />REASON FOR IT IS SUPREME COURT ACTION RE DUAL TAXATION, AND THOSE <br />WHO LIVE IN THE UNINCORPORATED AREA WILL SEE A BIG INCREASE. <br />FINANCE OFFICER BARTON EXPLAINED THAT WE DID HAVE A <br />CONSULTANT WORK WITH US GOING OVER THE SERVICES AND SETTING UP THE <br />BUDGET. HE NOTED THAT ONE OF THE LARGEST ITEMS IN THIS BUDGET IS <br />PART OF THE SHERIFF'S BUDGET. THERE ARE CERTAIN FUNCTIONS WITH THE <br />JUDICIAL AND LAW ENFORCEMENT THAT ARE FOR THE BENEFIT OF ALL RESIDENTS; <br />A BASE AMOUNT WAS SET UP THAT WOULD BE CHARGED TO ALL RESIDENTS OF <br />THE COUNTY AND ANYTHING OVER THAT AMOUNT WOULD BE CHARGED TO THE <br />UNINCORPORATED AREA RESIDENTS FOR THE INCREASE IN PATROL SURVEILLANCE <br />WITHIN THE UNINCORPORATED AREA. OTHER ITEMS ARE FINANCIAL ADMINIS- <br />TRATION - PLANNING & ZONING - LAW ENFORCEMENT FIRE FROM THE STAND- <br />POINT OF WHAT WE PAY THE STATE FOR THE FORESTRY SERVICE FOR THE <br />UNINCORPORATED AREA - INSPECTIONS, REFUSE DISPOSAL, THE LOCAL SYSTEMS <br />OF ROADS (THESE ARE THE NEIGHBORHOOD ROADS WITHIN THE SUBDIVISIONS <br />� � O <br />
