THE DISTRICT INTENDS <br />TO LEVY $2,308,000 TO FUND THE FIRE DEPARTMENT OF THE SOUTH COUNTY <br />DISTRICT, AND IT WILL REQUIRE A MILLAGE OF 2.37591. <br />CHAIRMAN SIEBERT EXPLAINED THAT THIS ACTUALLY IS A TRANSFER <br />OF TAX RESPONSIBILITY; IT HAS BEEN TAKEN OUT OF THE BUDGET OF THE <br />CITY OF VERO BEACH AND NOW IS ALL IN THE COUNTY BUDGET, WHICH IS <br />ANOTHER REASON FOR THE INCREASE IN THE COUNTY TAX LEVY. <br />FINANCE OFFICER BARTON GAVE A SUMMARY OF HOW THE MONEY IS <br />BEING SPENT BY THE DISTRICT. THE BUDGET CALLS FOR $1,898,2431 FOR <br />OPERATIONS (SALARIES, FRINGE BENEFITS, TELEPHONE, TRAINING, MAINTE— <br />NANCE OF VEHICLES, BUILDING AND EQUIPMENT, CLOTHING, CHARGES FOR FIRE <br />HYDRANTS, ALL TYPES OF GENERAL LIABILITY, ETC.); THE CAPITAL BUDGET <br />TO BUILD TWO NEW FIRE STATIONS IN THE FIRST YEAR IS $306,400. <br />MR. BARTON NEXT REPORTED THAT THE SOUTH BEACH MUNICIPAL <br />SERVICE WATER TAXING UNIT IS THE AREA OF THE BARRIER ISLAND SOUTH <br />OF THE MOORINGS TO THE COUNTY LINE. THIS IS A NEW DISTRICT SO THE <br />PROPOSED INCREASE IS 100%. IT CALLS FOR $17,647 AD VALOREM TAX TO <br />BE GENERATED AND THE PROPOSED MILLAGE RATE IS 2.50202. <br />A GENTLEMAN IN THE AUDIENCE QUESTIONED THE HIGH RATE OF <br />MILLAGE TO RAISE $17,000, AND MR. BARTON POINTED OUT THAT THE AREA <br />IS VERY SMALL; THERE ARE ONLY 27 HOUSES IN THE DISTRICT, AND THEY <br />WANT WATER, <br />MR. BARTON CONTINUED THAT LAURELWOOD STREET LIGHTING DISTRICT <br />IS A SPECIAL DISTRICT CREATED TO PAY FOR SERVICES OF STREET LIGHTS <br />WITHIN THE DISTRICT S BOUNDARIES — BASICALLY IT IS THE LAND BEING <br />DEVELOPED BY LAUREL BUILDERS, KNOWN AS LAURELWOOD SUBDIVISION. THE <br />ADVERTISED ROLLBACK IS A DECREASE OF 9.2%. THE AD VALOREM TAX IS <br />$1,925. HE EXPLAINED THAT TO KEEP THE MILLAGE SOMEWHAT EVEN, THE <br />DEVELOPER IS FUNDING THE DIFFERENCE SO THEY DON T HAVE A TAX INCREASE <br />UNTIL THE WHOLE DISTRICT IS DEVELOPED. THIS IS SOLELY TO PAY FOR <br />STREET LIGHTS; IT ONLY AFFECTS LAURELWOOD; AND THE PROPOSED MILLAGE <br />Is .51422. <br />
