Bourgeois, P.E., Project Engineee <br />SUBJECT: Bid No. 2014028 <br />Roseland Lake Clearing & dredging <br />IRC Project No. 1219 <br />DATE: March 24, 2014 <br />The Roseland Lake clearing & Dredging project attracted only 2 contractors to submit bids. One <br />contractor failed to provide all documents required for an acceptable hid, resulting in <br />disqualification. The second contractor's bid is 80% higher than the construction budget for the <br />project. Staff believes contractors may have been discouraged from bidding the project for a <br />Lump Sum fee due to the risk involved with estimated quantities. <br />Staff recommends rejecting all bids and reissuing the project for bidding at a later date. <br />Following rejection of the bids forthe Roseland Lake Clearing and Dredging, staff recommends <br />approval to obtain additional topographic survey data and geotechnical information to revise <br />the construction plans and specifications. The revised pians and specifications will allow for a <br />unit price based construction contract.
